Position Summary
Under limited supervision, this position is responsible for the administration of the City's zoning and subdivision ordinances, acting as technical advisor to various agencies, boards, and the general public regarding the City's overall planning and zoning policies, assisting the Director of Planning in all job functions and activities, and acting as director during the absence of the Director of Planning.
Essential Job Functions
- Plans, organizes, and directs the planning and zoning policies and procedures of the City affecting community planning. Administers adopted planning and zoning policies of the City.
- Consults with citizens, developers, and others in the planning and development of various construction and development projects within the City.
- Administers and updates the City's land-use plan and makes recommendations to the Director of Planning for consideration of the City Manager, Planning & Zoning Commission and the City Council.
- Assists in the planning for and locations of city parks, thoroughfares, water and sewer systems, business development and other growth-related initiatives.
- Coordinates construction projects with long-range capital improvement planning. Prepares research reports in regard to zoning analysis, planning, and problems. Reviews commercial building permits for zoning and subdivision compliance.
- Aids staff in the Planning & Zoning Commission, supervises the preparation of the Planning Commission agenda and researches all appropriate data relating thereto.
- Reports to the Planning Commission and the City Council.
- Continually scrutinizes current City planning-related practices, policies and ordinances. Offers suggestions to City management to address immediate needs as well as to prepare the community for positive, orderly growth in the future.
- Performs all other duties as assigned.
Education and Experience
Bachelor's Degree in Urban Planning or related field is required. Master's degree in Urban Planning or related field is preferred.
Five (5) years of experience in urban planning, with a minimum of two (2) years in a supervisory or management capacity for a city with a population in excess of 30,000, is required.
Knowledge, Skills, and Abilities
Special Requirements
Responsible for attending meetings after normal working hours. This includes routine attendance at City Council, Planning & Zoning, and other required evening meetings.
Licenses & Certifications
Must possess and maintain a valid driver's license with acceptable driving record as established by the City of Midlothian driving standards.
AICP (American Institute of Certified Planners) certification or CNU certification, is preferred.
Work Environment
Work primarily performed in climate-controlled office environment. The noise level in the work environment is usually quiet. Physical demands are primarily sedentary. Requires light lifting (up to 10 lbs.), sitting, walking, and standing. Work performed may cause fatigue of eyes and other faculties because of fairly continuous use of motor senses.
