Position Summary
Starting Hiring Range : $69,079.30 - 84,622.14, annually
Under general supervision, this position is responsible for managing a variety of civil engineering functions related to project management of both private and public works projects for the Department of Engineering & Utilities at the City of Midlothian.
Essential Job Functions
- Provides highly technical assistance and coordination with the Director of Engineering & Utilities, Assistant City Engineer, and other support staff.
- Assists the project manager for all phases of project development, planning, design, review, construction, and project closeout for public works projects pertaining to the City and private development.
- Assists in the management of design and plan preparation for roadways, stormwater drainage systems, water distribution, sanitary sewer systems and other municipal infrastructure projects prepared by external consulting engineers.
- Performs civil engineering-related plan review for conformance with adopted City standards and regulations.
- Performs construction observations and inspections, and coordinates with construction inspection staff, engineering consultants, and contractors during all phases of construction activities.
- Assists in the development and modification of the City's capital improvement plan for roadways, drainage, water, and wastewater projects.
- Assists in the enforcement of the City's development-related ordinances and regulations, to include Standard Construction Details, Floodplain Management, Impact Fees, and subdivision regulations.
- Interacts with developers, contractors, and consultants as appropriate, in addition to direct interaction with City residents and various City departments.
- Performs all other duties as assigned.
Education and Experience
Bachelor's degree from an ABET accredited college or university, with major coursework in civil engineering or other engineering discipline, is required.
One (1) to three (3) years of experience in civil / municipal engineering and / or training that includes engineering-related design, project management and / or construction, is required.
Knowledge, Skills, and Abilities
Under general supervision of the Director of Engineering & Utilities, the following is required and must be possessed by the incumbent :

Must be able to attend Council meetings, Planning and Zoning Commission meetings, Utility Advisory Board meetings, and other evening meetings, as may be required.
Mobility in an office and outdoor environment is required.
Licenses & Certifications
Must possess and maintain a valid driver's license with acceptable driving record as established by the City of Midlothian driving standards.
Engineering-in-Training certification issued by the Texas Board of Professional Engineers and Land Surveyors is required.
Work Environment
Work is primarily performed in a climate-controlled office environment. However, work may require exposure to outside weather conditions and associated safety and health hazards in an outside work environment. Physical demands are primarily sedentary. Requires light lifting (up to 10 lbs.), sitting, walking, standing, etc. Work performed may cause fatigue of eyes and other faculties because of fairly continuous use of motor senses.
