What are the responsibilities and job description for the Heavy Equipment Operator (Streets) position at City of Midlothian?
Starting Hiring Range: $46,823.71 - $57,359.05, annually
Under direct supervision of the Streets Foreman, this position operates and maintains a variety of equipment such as sweepers, dump trucks, and tractors, and is responsible for overseeing job sites and leading crews.
- Operates various heavy equipment such as backhoe, grader, dump truck, tractor, and sweeper to perform work assignments.
- Maintains equipment and vehicles, including fueling and oiling machines, performing minor repairs, servicing, and inspecting. Operates machines in a safe and efficient manner.
- Performs a variety of work related to assigned area of responsibility such as cleaning storm drains and ditches, concrete and asphalt repairs, and tree trimming.
- Leads crew in executing their duties and tasks, and prepares and manages job sites, which includes supervising work crews and distributing work assignments.
- Ensures safety practices and procedures are followed, including setting up safety parameters such as cones and other warning devices, and ensuring necessary materials are available.
- Performs manual labor necessary to complete tasks, including: grading streets, alleyways, ditches, and parking lots to achieve a smooth and workable surface; removing concrete and asphalt pavement from the site of repaving projects; opening and grading drainage ditches to achieve the proper line and grade required; excavating ditches to the proper elevation and lays storm water lines; loading and unloading material; and removing mud from streets and alleys.
- Completes daily reports, fuel logs, and tracks materials used.
- All other duties as assigned.
Three (3) years of experience in the operation of various tractors, dump trucks, and other large pieces of equipment, or an equivalent combination of education and experience.
- Knowledge of city and departmental practices, procedures, systems, and federal, state, and local laws, regulations, codes, ordinances, and best practices relating to heavy equipment operation, general maintenance, construction, tools, equipment, safety practices, job site preparation, and repair techniques for water and sewer.
- A comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
- Knowledge of and ability to correctly interpret, explain, and apply laws, rules, operations, practices, procedures, regulations, and policies.
- Ability to operate heavy equipment, light equipment, power tools, and hand tools requiring a high degree of manipulative skill.
- Maintains knowledge of work hazards and applicable safety precautions in the operation of equipment.
- Knowledge of preventative maintenance, service procedures, and minor mechanical repairs to equipment. Ability to clean, check fluid levels, and lubricate.
- Knowledge specific to assigned area of responsibility such as knowledge of job site preparation, basic plumbing techniques, and reading maps.
- Ability to follow instructions, safety practices, and perform work accurately and thoroughly which requires performing multiple tasks simultaneously under time pressures and deadlines.
- Ability to allocate and utilize limited resources in a cost-effective manner.
- Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias, to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement and to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
- Ability to be organized and have efficient management of time and deadlines.
- Knowledge, skill, and ability to utilize telephone, computers, tablets, and applicable software daily including, but not limited to, Microsoft Office, Microsoft Outlook, Microsoft Excel, and Laserfiche.

Special Requirements
Mobility within a field and outdoor environment is required.Subject to be on-call during non-working hours.

This position is classified as a safety-sensitive position and is subject to FMCSA DOT requirements and random drug and alcohol testing during the course of employment.
Licenses & Certifications
Must possess and maintain a valid Texas Class A Commercial Driver’s License, or equivalent if out of state, with acceptable driving record as established by the City of Midlothian driving standards, or must obtain within within six (6) months of employment.Work Environment
