Position Summary

This is a highly responsible technical and administrative position that is responsible for coordinating the City's Geographic Information Systems (GIS) program within the Information Technology Department. This includes, but is not necessarily limited to development, implementation, operation and maintenance of the City's GIS programs; performing analytic duties in support of GIS; supporting or performing various GIS related functions in other City departments, coordinating with non-city resources on various projects including surrounding jurisdictions, and ensuring the quality of work performed by third-party contractors. This work requires a significant level of independence, self-initiative, programming knowledge, and the ability to work successfully as part of a team, leading the team where GIS is concerned.

Essential Duties and Responsibilites

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Participate in developing, implementing, and modifying GIS software applications.
  • Establish and maintain GIS databases.
  • Utilize GIS and associated software to produce, display, and analyze geographic information; create maps for internal and external customers.
  • Assist in the maintenance and organization of the GIS data structure.
  • Provide support to planning staff, the general public, elected officials and other departments regarding GIS information.
  • Educate staff on the proper use of GIS technology and train / support GIS users in other City departments.
  • Prepare, assist, and deliver public presentations on GIS and other assigned areas of responsibility.
  • Maintain and regularly update the City's Zoning Map, Future Development Map, public-facing mapping systems, and other relevant maps utilizing GIS software.
  • Perform research and analysis of geographic and tabular data from public and private sources for integration into the City's GIS; provide updated information to external agencies as necessary.
  • Maintain a variety of census and economic development data.
  • Administer a public-facing web map displaying current community development and public works projects and finalized plats and other relevant zoning, permitting, building, and development data.
  • Conduct research on a variety of specific and long-range planning projects.
  • Generate visuals and corresponding research on all components of the City's Comprehensive Plan and other future planning projects.
  • Assist staff members in providing support to the City Council, Planning Commission and Board of Zoning Appeals, Fire, Police, and other GIS-related department functions as needed.
  • Assist in the advertising of public hearing items, including preparing map exhibits and property owner mailing lists.
  • Participate in various community meetings as required, including preparation and presentation of exhibits at Council Meetings and other City department meetings, including meeting attendance as required by the specific project.
  • May serve as a backup to administrate audio / visual functions during various public meetings.
  • Interpret and apply applicable state, county and local codes, ordinances, and regulations.
  • Write and present formal and technical reports, working papers, and correspondence.

Additional Functions :

  • Support general IT functions as appropriate and / or required by the Director.
  • Performs other related duties as required.
  • Qualifications

    Education and / or Work Experience Requirements :

    Bachelor's degree from an accredited college or university with major course work in architecture, civil engineering, computer science, GIS, landscape architecture, planning, or a related field. 1-3 years of increasingly responsible experience in planning, zoning, and GIS with a good working knowledge of ERSI software products. Advanced knowledge and understanding of cartographic principles, spatial data models, and statistics.

    GIS Professional (GISP) or similar certification preferred.

    Local government experience preferred.

    Possession of a valid Georgia Class C driver's license.

    An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered.

  • Ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
  • Ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.
  • Ability to record and deliver complex information, to explain procedures, to follow verbal and written instructions.
  • Ability to utilize mathematical formulas; add, subtract, multiply, and divide figures; determine percentages; determine time and weight.
  • Ability to inspect items for proper length, width, and shape, visually with office equipment and recording devices.
  • Ability to deal with people beyond giving and receiving instructions; to relate to people in situations involving more than giving or receiving instructions.
  • Starting salary will be negotiable between $53,482 and $66,853, depending on the successful applicant's qualifications.
