Purpose
The Innovation Policy Analyst will work with internal andexternal stakeholders to enhance revenues and identify and implementopportunities for efficiency and collaboration.
Essential Functions
Research and Analysis
- Work with the Innovation Director and internal / external stakeholders to analyze, identify, and implement opportunities for efficiency, collaboration, and enhancing City revenues.
- Conduct analyses to identify trends, community needs, and opportunities for innovation, creativity, and ensuring the City is responsive to changing demands.
- Facilitate the identification of and follow through on high-potential innovation projects.
- Research and prepare concise reports on revenue enhancement, program consolidation and / or service delivery efficiency, and general policy innovation.
- Prepare background information necessary to inform the decision-making processes of the Mayor's Office and Common Council.
- Identify and develop organizational changes that enhance diversity and equity in City government.
Accountability and Engagement
Establish, in conjunction with the Innovation Director, key performance indicators (KPIs) to measure the success and impact of initiatives.Work to include and infuse data in policy decision making within city departments.Develop and implement effective measures of progress toward outcomes and reporting tools to present information.Assist City departments in achieving organizational improvement goals, encouraging innovative ideas and guiding them to viable systems and processes.Continuously monitor the organizational climate to ensure accountability of leaders to the organizational mission and vision.Assist and / or lead cross-functional strategic planning teams.Work closely with City of Milwaukee departments, the budget office and Mayor's Office to develop and / or monitor proposed and pending policy changes and legislation.Coordinate and conduct meetings between the budget office, Mayor's Office, Common Council and City departments to advance innovation policy initiatives.Manage special projects and special initiatives of City-wide importance.Monitor and identify external policy and funding sources and coordinate with the Budget Office, Departments, and the Grants Manager to advance City innovation and revenue opportunities.Provide guidance to the Intergovernmental Relations Division on state and federal City legislative and fiscal priorities.Provide reports, findings, or policy initiatives before stakeholders or in legislative hearings.Prepare supporting information for or assist drafting press releases, letters, resolutions and ordinances.Provide general policy and advocacy support for the Mayor, Common Council and Departmentation.We welcome qualified individuals with disabilities who areinterested in employment and will make reasonable accommodations during thehiring process in accordance with the Americans with Disabilities Act (ADA) of1990, as amended by the Americans with Disabilities Act Amendments Act (ADAAA)of 2008.
Conditions of Employment
Must work beyond standard business hours, including evening and weekends hours, to meet the departmental needs.Minimum Requirements
Bachelor’s degree in business administration, public administration, statistics, political science or a related field from an accredited college or university.Four years of experience in fiscal and policy planning, strategic planning, and / or innovations and change management related to the essential functions listed above.A valid driver’s license at time of appointment and throughout employment.Equivalent combinations of education and experience may beconsidered.

Desirable Qualifications

The current salary range (Pay Range 2LX) is $82,677-$105,223 annually,and the resident incentive salary range for City of Milwaukee Residentsis $85,158-$108,380 annually. Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.
