Position Description

This role supports the 911 department by functioning as a coordinator in the development, implementation, and administration of major projects and programs to ensure efficient operation. This position serves as the department records custodian and is responsible for the daily technical, administrative, and data stewardship activities associated with maintaining complex 911 records / data, responding to requests for records / data from various entities, and testifying in civil and criminal cases authenticating 911 records / data.

Job Duties and Responsibilities

  • Support the implementation, maintenance, and supervision of intricate 911 records and data systems to ensure data quality control and compliance with local ordinances and state laws regarding records retention and accessibility.
  • Respond to complex and sensitive requests for 911 data from various entities, including the public, public safety agencies, City officials, news media, government agencies, and advocacy groups. Collect and review data to determine legal scope and release information accordingly.
  • Act as a liaison for the 911 department, collaborating with agencies, attorneys, administrators, and City staff. Provide expert information on 911 records in person, via telephone, email, and meetings.
  • Serve as the records custodian for the 911 department and testify in court on cases involving 911 data. Authenticate data, including phone and radio recordings, and serve as an expert witness on 911 policies and procedures.
  • Collaborate with management to research, write, and update 911 department policies and procedures, ensuring compliance with national standards. Oversee documentation and schedule regular revisions.
  • Support the 911 Training department by assisting with job interviews, creating training materials, scheduling in-service training, and evaluating personnel using tools like questionnaires and surveys to improve program effectiveness.
  • Conduct quality assurance checks by selecting and reviewing audio, monitoring workflow, and ensuring compliance with legal mandates and department policies.
  • Manage and monitor specific department projects, including daily radio saturation and call statistics.
  • Perform independent research on best practices to provide recommendations for optimizing programs and improving department operations. Interpret policies and handle technical information requests.
  • Control access to the facility using security systems, authorize visitor access, and provide tours for the public, elected officials, and City staff.
  • Create informational and technical documents, assist with publications, and deliver departmental communications, including training directives.
  • Retrieve and distribute mail, process outgoing documents, and maintain inventory of department supplies and equipment, designing an organizational system for storage.

Working Conditions : Regular Indoor Office environment.

Required Qualifications

Minimum Education : An Associate's degree in Public Administration, Communications, Computer / Technology, Recordkeeping, or related field.

Minimum Experience : Three to five years of directly related work experience.

Equivalency : An equivalent combination of education and highly related experience in a similar environment may be considered.

Licenses / Certifications : CJIS certification within three months of hire.

Selection Process :

The selection process will consist of a rating of training and experience (70% minimum to pass on each component). Background Check :

The City has determined that a thorough Police Department background check / investigation, criminal background check, and / or qualifications check will be necessary for certain positions with this job title. Applicants will be required to sign an informed consent form allowing the City to obtain their criminal history and / or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Medical / Drug and Alcohol Testing :

After a conditional job offer, candidates will be required to pass a medical examination, which includes drug and alcohol screening and a job-related personnel assessment and may include a licensed psychologist. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer resulting in the job applicant no longer being considered for the position. Current City of Minneapolis employees who apply for this job are not required to take a pre-employment drug and alcohol test.

Eligible List :

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.
