Position Description

The purpose of this position is to lead various departments under the Office of Community Safety and provide professional, equitable, ethical, and effective service delivery to the City, while providing guidance and strategic work direction to the assigned areas of responsibility.

Preference will be given to candidates who apply by January 17, 2025.

Job Duties and Responsibilities

  • The Deputy Commissioner is responsible for the functions that support delivery of City services in the Office of Community Safety.
  • Oversees a group of approximately 1200-1400 FTEs that provide services in assigned areas including Emergency Management, Neighborhood Safety, 911, Fire and Police departments.
  • Develops and leads effective and equitable strategies to support service delivery.
  • Ensures accuracy, timeliness, and accountability of assigned service functions. Ensures that program work is conducted in accordance with grant and city requirements.
  • Directs staff in establishing work priorities and procedures which respond to service deliver needs.
  • Supervises, supports, and develops department leaders in assigned areas of responsibility.
  • Manages and cultivates effective working relationships between all City departments and key partners and stakeholders; manages and cultivates effective working relationships between all City departments.
  • Complies with and communicates to all City departments enterprise-wide policies and procedures to ensure understanding and implementation.
  • Leads the development of innovative strategies for creation of new or modification of existing programs, processes, and systems based on best practices and key stakeholder input.
  • Ensures fiscal responsibility and budget accountability of departments within scope of responsibility.
  • Creates and fosters an equitable work environment through development of policies, practices, and strategic investments; creates fair and just opportunities and outcomes for all people.
  • Updates, informs, and solicits input from the Community Safety Commissioner about key department projects, programs, and initiatives.
  • Develops and implements surveys, measurements, and metrics to evaluate program and department effectiveness and efficiencies.
  • Establishes and serves on teams for enterprise-wide initiatives to improve service delivery, as well as citywide strategic planning and goal setting.
  • Oversees the presentation of reports, research efforts, planning documents and presentations to elected officials, stakeholder groups and the public; presents complex information at public hearings, Council meetings and to large organizations, explaining City decisions or positions.
  • Works with Human Resources-Labor Relations, as needed, on City's collective bargaining priorities including helping to define strategy.

Required Qualifications

Minimum Education and Experience :

College degree with 10 or more years of relevant experience.

  • Knowledge of grant and contract management requirements.
  • Proven ability to successfully obtain in-kind and financial support and sponsorships for a variety of large-scale initiatives.
  • Ability to coordinate many simultaneous activities to meet department goals and objectives.
  • Ability to work with policy makers.
  • Ability to develop metrics and measurements to assess program and department effectiveness.
