Position Description

Design, plan, and coordinate health and safety programs for the assigned department (Minneapolis Police Department or Minneapolis Fire Department), develop related activities, and participate in coordinating medical processes and procedures for staff.

  • This position is within a fire department operating in a para-military setting. As such, employees are expected to adhere to a structured chain of command, follow established protocols, and maintain a high standard of discipline and professionalism at all times.

Salary :

Anticipated starting salary is : $66,489.00 - $93,048.00 / annually, depending on qualifications.

Work Location :

This position is currently onsite only.

Job Duties and Responsibilities

  • Administer the Return-to-Work Program for the assigned department.
  • Review employee medical documentation and / or records to determine fitness for duty work status and partner with leadership and supervisors to determine appropriate work assignments that best meet employee work restrictions.
  • Work with Human Resources to facilitate interactive processes for individuals who may require workplace adjustments and / or accommodations.
  • Consult with occupational health care providers to determine workability for employees.
  • Provide information and direction to employees and supervisors for medical follow-ups.
  • Administer employees on medical leave of absence, approve timesheets, and communicate work-related information.
  • Manage Health and Wellness policies and Significant Exposure policies for the assigned department.
  • Coordinate pre-employment drug and alcohol exams, medical exams, psychological exams, promotional exams, and fitness-for-duty medical exams for the assigned department.
  • Review and communicate exam results to Human Resources and hiring managers.
  • Serve as a communication liaison between applicants, doctors, and the assigned department.
  • Assist department staff on issues related to medical exams, workers' compensation, and injury management programs.
  • Coordinate the Injury on Duty (IOD) program, including notifying employees of denials.
  • Serve as a liaison to Risk Management's Workers' Compensation unit and respond to requests for information about workers' compensation when appropriate.
  • Partner with supervisors, Human Resources, and the City Attorney's Office to determine if Fitness for Duty exams are appropriate for employees.
  • Communicate and provide health and safety resources for employees.
  • Develop and manage safety compliance programs for the assigned department.
  • Actively participate as the department representative on the City's Safety and Risk Management Committee.
  • Manage and ensure OSHA recordkeeping and reporting compliance.
  • Manage and maintain A Workplace Accident and Injury Reduction (AWAIR) program for the assigned department.
  • Provide necessary information to the City Attorney for duty disability appeals and testify at hearings if required.
  • Review and approve or deny ergonomic requests, complete medical data requests, and approve or deny health club reimbursements.
  • Manage contracts for healthcare providers, reconcile medical billing, and liaise with the PERA pension plan when required.
  • Required Qualifications

    Minimum Education : Bachelor's degree in Health Education, Occupational Health & Safety Sciences, or equivalent.

    Minimum Experience : Three years of experience working with confidential information such as medical records, workers' compensation, Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), and OSHA. Experience working with healthcare providers, employee assistance programs, unions, etc.

    Selection Process : The selection process will consist of one or more of the following steps : a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    Eligible List Statement : The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established.
