The board educates itself on City finances so that it understands the basis for setting maximum levies and approving certain levy funded bond issues. The Senior Advisor continuously coordinates this education process for the Board. The Senior Advisor provides the Board with comparisons of City levies and property tax supported debt burdens relative to similar communities and in line with government best practices. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.The City of Minneapolis does not sponsor applicants for work visas.Note : This is a continuous post, priority will be given to applicants that applied by February 4. Job Duties and Responsibilities Submits agenda-supported requests and questions to City staff, analyzes responses, and prepares education and decision-making information for the Board.Represents the BET in levy, budget, and bonding discussions with Finance, the mayor's office, City Council Members, and the Minneapolis Park Board.Leads independent research on City general and bond levy authorizations as assigned by the BET, under a Board-approved work plan and in consultation with the BET president.Educates the BET on departmental budgets recommended by the City Council, Mayor, and Park Board President.Reviews and informs the BET of legislative actions impacting a setting maximum levies. Works with City and MPRB legislative staff regarding issues related to maximum levies and levy funded debt and communicates BET recommendations for statutory changes. Coordinates with the BET president and City Clerk on the preparation and distribution of meeting agendas, materials, and minutes.Makes presentations and responds to questions during board meetings.Assists the Board in coordinating its annual calendar and budget.Communicates with City and Park Board Department heads to provide courtesy presentations to the Board.Coordinates external training and conferences for Board Members.Reviews requests, presentations, and resolutions coming to the Board, helps guide the format and character of presentations, and follows up on requests for information.Ensures levy funded bond issuances needing BET approval do not exceed authorized amounts.Provides detailed levy impact estimates for residential, apartment, and commercial property classes in coordination with the City Assessor's office.Working Conditions : Normal office environment. Required QualificationsMinimum EducationBachelor's Degree Finance, Accounting, Economics, or related field of studyMinimum ExperienceFive to seven years of related experience.Licenses / Certifications Preferably the incumbent will hold the Governmental Financial Manager Certification (AGA-CGFM) or, upon hire, pursue this or similar credentials after consultation with the President.Equivalency An equivalent combination of education and highly related experience in a similar environment may be considered.Selection ProcessThe selection process will consist of one or more of the following steps : a rating of relevant education and experience and / or an oral examination (100%). A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background CheckThe City has determined that a criminal background check and / or qualifications check may be necessary for certain positions with this job title. Eligible List StatementThe names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.Interview SelectionThe hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. Knowledge, Skills and Abilities Comprehensive training and experience in public policy and public finance.Extensive knowledge of Federal and State laws, statutes, policies, and the underlying social and economic principles.Proficient in operating and capital budgeting methodologies, including levies, debt, grants, and enterprise revenues.Broad understanding of the political landscape and social needs of the community.Exceptional ability to interpret complex data and conflicting demands of citizens, and to communicate recommendations effectively to the Board.Proficient in math, budgeting and accounting, debt management, research, writing, interpersonal communication, public speaking, persuasion, presentation, and administration, ensuring delivery of polished Board-level results in a dynamic environment.
