Position Description

Supervise, plan, and coordinate the activities of Fire Inspections Specialists and Coordinators to ensure effective delivery of field inspection Services

Job Duties and Responsibilities

  • Performs field inspections and supervises the activities of assigned field inspection staff to ensure effective delivery of inspections and compliance with City of Minneapolis Housing Code of Ordinances.
  • Provides field and office training for Fire Inspection Specialist I & II positions
  • Assist with Conducting staff meetings and performance appraisals.
  • Assist with Interviews, hiring processes and training activities
  • Assist management and HR on employee performance issues; document corrective actions, monitor compliance, and uniformly administer discipline.
  • Must be able to perform all of the functions of a Fire Inspections Specialists I & II including field inspection work and ELMS data entry.
  • Participates in the following projects, programs and meetings : rental Licensing, Housing Registration, Conversion / Change of Ownership, Problem Property Unit, community engagement; 311 Nuisance Complaints and all other duties as assigned.
  • Responsible to respond to City Council, citizens and property owners concerns regarding high occupancy Dwellings (HOD) inspections, citations, rental license code questions.
  • Assist management with establishing HOD goals, objectives and monitor enforcement tools to ensure compliance with City Code of Ordinances
  • Assist in preparation of documentation and make recommendations for RLIC revocations.
  • Responsible to attend Neighborhood Housing Fairs, University of Minnesota Internship Job Fair and all other duties as assigned.
  • Assist promoting, implementing and communicating FIS's business plan, strategies, activities and related business functions.
  • Assist, coordinate and prepare necessary inspection documentation relative to legal summons, warrant processes to obtain judicial approval.
  • Assist in the review of administrative citation enforcement including but not limited to onsite HOD inspections
  • Assist assigned staff with special inspection cases and all other duties as assigned.

Required Qualifications

MINIMUM EDUCTION

Bachelor's Degree in Fire Science, Fire Protection Engineering, a closely related field or equivalent. Applicants who do not have a degree are still encouraged to apply.

Equivalency :

An equivalent combination of education and experience closely related to the duties of the position may be considered. For example :

Some college

  • 1 year of college and 7 years of related experience
  • 2 years of college and 6 years of related experience
  • 3 years of college and 5 years of experience.
  • 2-year technical college and 6 years of related experience

    High School Diploma and 8 years of related experience

    MINIMUM EXPERIENCE

    Four years of related experience which has included lead work in the enforcement of fire or housing codes, and experience conducting HOD fire safety programs and a working knowledge of methods of fire prevention, fire protection systems, and building construction

    LICENSES / CERTIFICATIONS

    International Fire Service Accreditation Congress (IFSAC) / Pro Board Fire Inspector II

    State of Minnesota Fire Inspector II or International Code Council (ICC) Fire Inspector II, or MN Building Official's Limited

    Valid MN driver's License.

    Selection Process

    The selection process will consist of one or more of the following steps : a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    Interview Selection

    The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

    Background Check

    The City has determined that a criminal background check and / or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and / or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

    Drug and Alcohol Testing

    All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

    Union Representation

    This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA) .

    Eligible List

    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established.

    Knowledge, Skills and Abilities

  • Supplemental education (continuing education credits) and certification in Fire Inspections to demonstrate strong knowledge and qualifications for the work, and qualify for consideration for higher designations and certification.
  • Thorough knowledge of NFPA 1031 demonstrating strong competency for the work of supervising Fire Inspection Services activities.
  • Good knowledge of housing principles and practices in housing construction and the ordinances and laws relating to housing code enforcement.
  • Good knowledge of fire protection and fire code for residential and mixed use buildings
  • Knowledge of departmental policies and procedures; administrative practices and procedures; legal procedures related to the enforcement of related ordinances; and HR policies and procedures and labor contracts, etc.
  • Ability to interpret and explain applicable laws, ordinances and regulations.
  • Ability to enforce regulatory provisions with firmness, tact, courtesy and impartiality.
  • Good leadership skills, and the ability to manage and supervise the work of subordinates.
  • Developed written and oral communication skills along with the ability to build and maintain effective working relationships.
