The Bureau Chief - Civilian is responsible for a range of general and specialized duties, as well as administrative tasks. This role involves coordinating, planning, reviewing, and supervising departmental activities to achieve goals and objectives consistent with objectives of the Chief of Police. The Bureau Chief conducts studies and manages projects as directed by the Chief of Police, serving as a close advisor on matters that impact the department’s operations. This position is essential for enhancing operational support and reinforcing our commitment to transparency, accountability, and community engagement.
  1. Each Bureau Chief - Civilian is responsible for the functions that support delivery of City services in one of three major areas.
  2. Oversees a group of approximately 25-100FTEs that provide services in assigned areas including Constitutional Policing Bureau, Internal Affairs Bureau, Professional Standards Bureau and several more departments.
  3. Participate in executive level decisions and policy setting within the department.
  4. Develops and leads effective and equitable strategies to support service delivery.
  5. Communicate with and inform high-level City leaders (Mayor and executive leaders) on progress and decisions to be made.  
  6. Ensures accuracy, timeliness, and accountability of assigned service functions. Ensures that program work is conducted in accordance with grant and city requirements.
  7. Directs staff in establishing work priorities and procedures which respond to service deliver needs.
  8. Supervises, supports, and develops department leaders in assigned areas of responsibility.
  9. Manages and cultivates effective working relationships between all City departments and key partners and stakeholders; manages and cultivates effective working relationships between all City departments.
  10. Communicates and complies with enterprise-wide policies and procedures to all City departments to ensure understanding and implementation.?
  11. Leads the development of innovative strategies for creation of new or modification of existing programs, processes, and systems based on best practices and key stakeholder input.?
  12. Ensures fiscal responsibility and budget accountability of departments within scope of responsibility. ?
  13. Updates, informs, and solicits input from Assistant Chief of Police and Chief of Police about key department projects, programs, and initiatives. Evaluate department policies, programs, and initiative.
  14. Creates and fosters an equitable work environment through development of policies, practices, and strategic investments; creates fair and just opportunities and outcomes for all people.
  15. Delegate staff and departmental resources as needed.
  16. Develops and implements surveys, measurements, and metrics to evaluate program and department effectiveness and efficiencies.
  17. Establish and serve on teams for division-wide initiatives to improve service delivery, as well as citywide strategic planning and goal setting.
  18. Represent the MPD and police administration at community engagement activities.
  19. Lead and manage personnel within assigned bureaus and ensure MPD policies and procedures are followed. Hold direct reports accountable for department-wide initiatives and overall employee performance.
  20. Oversees the presentation of reports, research efforts, planning documents and presentations to elected officials, stakeholder groups and public; presents complex information at public hearings, Council meetings and to large organizations, explain City decisions or positions.?
  21. Works with Human Resources-Labor Relations, as needed, on City’s collective bargaining priorities including helping to define strategy and compensation philosophy.

Working Conditions
Combination of Office and Field, with possible exposure to the hazards of Police Work
Minimum Education 
Bachelor’s Degree in Public/Business Administration, Criminal Justice or equivalent
Minimum Experience
Ten years of progressively responsible and related experience in leading organizational transformation efforts which involve collaborating with multiple internal and external stakeholders.? Government experience is preferred.

  6. Ability to evaluate program effectiveness, encourage innovation, initiate positive change, and influence others.
  7. Demonstrated cultural agility: awareness of, and sensitivity to, the needs and concerns of individuals from different perspectives, cultures, and backgrounds.
  8. Ability to create a racially equitable work environment develops policies, practices, and make strategic investments to reverse racial disparity trends, eliminate institutional racism, and ensure that outcomes and opportunities are no longer predictable by race.
  9. Demonstrated ability to lead large scale projects consisting of implementing multiple programs and interventions in a collaborative, urban environment, particularly with community agencies, health care organizations, schools, health and social service providers, worksites and federal, state, county and local levels of government.
  10. Demonstrated ability to advance organizational and governmental policy at all levels.
  11. Proven abilities to manage and complete projects on schedule and within budget.
  12. Knowledge of grant and contract management requirements.
  13. Proven ability to successfully obtain in-kind and financial support and sponsorships for a variety of large-scale initiatives.
  14. Ability to coordinate many simultaneous activities to meet department goals and objectives.
  15. Ability to work with policy makers.
  16. Ability to develop metrics and measurements to assess program and department effectiveness.

Salary : $162,618 - $192,773
