The Director of Administration will play a key management role in the Legislative Department, reporting to the Chief Assistant City Clerk and working closely with the City Clerk and elected City Council Members. The position is responsible for strategic decision-making and leadership in operations, administration, and community engagement across the department. This includes oversight of financial activities, strategic planning, continuous improvement initiatives, space planning, risk management, personnel administration, communications, constituent services, information systems, and special projects. The Director ensures effective and compliant operations of City Council ward offices and maintains a collaborative, innovative, and ethical work environment.

Job Duties and Responsibilities

  • Provide strategic leadership, direction, and oversight of the Legislative Department's Operations Unit, including Administrative Services, Outreach & Constituent Services, and Information, Design & Technology. Supervise division management staff and ensure the execution of each division's mission, vision, and strategic goals.
  • Take ownership of the department's financial health by leading budget planning, expenditure oversight, and financial reporting, ensuring compliance with all relevant regulations and policies. Spearhead the annual review and preparation of the department's budget, delivering insightful budget documents that support informed decision-making.
  • Drive strategic workforce management initiatives, including recruitment, staff development, and performance management in partnership with Human Resources. Cultivate a high-performing team through strategic talent acquisition and compliance with employment policies and labor regulations.

    Provide strategic oversight of IT initiatives to ensure that technology supports the department's operational goals. Collaborate closely with the City's IT Department to anticipate future needs and drive long-term technology planning.

    Champion the development and implementation of transformative business plans and operational strategies to enhance department-wide performance. Utilize data-driven insights to develop functional policies and performance metrics, and lead process improvements to optimize resource use and increase operational efficiency.

    Ensure the Legislative Department's priorities are effectively represented in citywide initiatives. Lead and participate in interdepartmental teams focused on enhancing service delivery, strategic planning, resource allocation, and performance measurement, ensuring coordination across City departments.

    Serve as a critical advisor to the City Clerk, City Auditor, and Council Members, delivering complex analyses and reports that shape key decisions impacting the department and citywide governance. Provide strategic insights and respond to high-level requests from elected and appointed leaders.

    Lead and inspire a diverse team of professionals, setting clear performance expectations and fostering a culture of continuous improvement. Provide mentorship, ensure compliance with policies, and guide the professional growth of staff.

    Drive the development and execution of comprehensive outreach, engagement, and communication strategies to strengthen public awareness and participation in legislative processes. Foster civic partnerships to enhance the department's ability to connect with and serve constituents effectively.

    Oversee risk management efforts, ensuring the department complies with safety regulations and mitigates risks effectively. Lead space management initiatives to ensure the safe, compliant, and efficient use of departmental facilities.

    Facilitate seamless communication and service delivery between the Legislative Department (City Clerk, City Council, City Auditor offices) and other city departments. Drive collaboration to ensure alignment on core processes and enterprise-wide projects.

    Lead the department's efforts in emergency management planning and preparedness, ensuring a proactive approach to crisis situations and maintaining operational continuity.

    WORKING CONDITIONS :

    Regular indoor office environment with frequent contact with the public.

    Required Qualifications

    MINIMUM EDUCATION :

    Bachelor's degree in Public Administration, Business Administration, Political Science, Public Policy, Organizational Leadership Development or equivalent.

    MINIMUM EXPERIENCE

    Eight years of related experience and four years of supervisory / management experience.

    EQUIVALENCY

    An equivalent combination of education and highly related experience in a similar environment may be considered.
