Position Description

The Human Resources Representative act as a key member of the Business Partner Solutions team serving in consultative and service delivery roles by providing a variety of Human Resources services to customer departments.

This is a temporary position for a duration of up to six (6) months.

Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

  1. Provide assistance and guidance to department heads, managers, supervisors and employees on a variety of HR topic areas.
  2. Provide guidance, consultation and coaching on employee relations issues, training, development, work plans, performance communications, and developing and maintaining a diverse workforce.
  3. Provide guidance on and interpretation of policies, procedures, Civil Service Rules and labor contracts.
  4. Provide coaching and training to supervisors.
  5. Develop and administer recruitment and staffing plans and procedures designed to meet the changing needs of the customer and the business environment.
  6. Teach and mentor others in new techniques and concepts.
  7. Monitor applicant flow to ensure a diverse applicant pool.
  8. Ensure completion and/or conduct adverse impact analysis to assess impact of selection devices on protected class groups and take necessary action to reduce or eliminate.
  9. Conduct, facilitate and/or serve as recorder/note taker/transcriber regarding workplace, misconduct and/or performance investigations.
  10. Consult with HR Business Partner (HRBP) and/or legal counsel on various issues, including but not limited to: EEOC, Appeals, Performance Management, etc.
  11. Counsel, advise and serve as an advocate for customers.
  12. Act as back-up to the HRBP when necessary or as assigned.
  13. Provide work direction and assistance to junior staff members and share expertise in order to educate others in the organization.
  14. Direct and/or participate in the development and administration of a project or program from conception through implementation.

Required Qualifications

Minimum Education
Bachelor's Degree in Human Resources Management, Industrial Relations, Public Administration, Business Administration, or a related field.

Minimum Experience
Two years of experience performing similar work, with an emphasis on coaching managers on employee relations issues and facilitating the hiring process for an assigned department group.

Equivalency
An equivalent combination of education and highly related experience in a similar environment may be considered.

Preferred Qualifications

  • Public sector experience
  • SHRM certification or Human Resources degree
  • Organization development and/or union experience
  • Knowledge of and ability to use PeopleSoft HRMS and NeoGov
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Union Representation

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one (1) month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities

  1. Knowledge of the theory and principles of personnel administration and management.
  2. Knowledge of Federal laws pertaining to employee/employer rights.
  3. General knowledge of labor agreements.
  4. Effective consultative skills.
  5. Computer literacy, including the ability to use Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
  6. Demonstrated ability to plan, organize and delegate work.
  7. Effective oral, written communication and interpersonal skills.
  8. Effective problem solving and time management skills.
  9. Ability to maintain effective working relationships with diverse populations.
