The City of Minneapolis Health Department is seeking a Public Health Specialist to aid in implementation of the Green Career Exploration Program tasks and deliverables. The Green Careers Exploration Program (GCEP) was created by the Minneapolis Health Department to meet the needs of the emerging green industry, while prioritizing access for our historically underserved communities.

The Public Health Specialist will assist in the development and management of the Green Career Exploration Program. The successful candidate will aid in management of reporting and deliverables on program outcomes and budget, network to build and sustain relationships with community partners, promote the GCEP, recruit participants and collaborate with department staff to develop deeper opportunities and partnerships.  Thisincludes planning and implementation of projects, working with community agencies and other partners, and assisting with general administration of the program.

  • Assist GCEP staff with program planning and development of procedures. 
  • Maintain SharePoint environment for training, resources, and staff self-service. Assist with various aspects of implementing the GCEP:  promotion, participant registration and tracking, record keeping, etc. 
  • Assist team in developing contracts with community partners and coordinate the development of contracts for service with community partners. 
  • Be the main contact for the City’s procurement team and the Department’s contract team. Review, edit and approve contract documents prior to release.
  • Assist contract management staff with the development of scopes of work, budgets, etc. 
  • Work with project specific community agencies and partners providing planning, technical assistance, communications, develop and maintain relationships, education and training as needed. 
  • Assist community partners with navigation of city systems.  
  • Make presentations to community groups to recruit participation in department programs
  • Maintain records of project activities and enter and review data quality.
  • Represent the department at meetings and community events to promote participation in programs or to meet project goals.
  • Assist with planning and conducting community based and other events and programs, to include logistics, scheduling speakers, set up and break down, and other event details as needed.
  • Assist GCEP staff in evaluation of project effectiveness. 
  • Write articles for City Talk and prepare fliers and other written communication to promote programs and special projects.
  • Perform administrative tasks such as formatting protocols, procedures guidelines, preparing agendas, assisting with preparation of project reports and budget reports, etc.
  • Participate in public health emergency preparedness training and response as assigned.

Minimum Education 

Bachelor's Degree in Public Health, Psychology, Social Services, Health Care, Sociology, Biology, Environmental Studies, Environmental Science, Environmental Justice or a related field of study.

Minimum Experience

One year of relevant experience in Green Careers Exploration or related field such as sustainability or environmental.

N/A

Equivalencies
In lieu of a 4-year degree, an Associate’s degree and 3 years of experience or 5 years of relevant experience meet the education requirements.

 Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.  Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.  

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.  If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.  

Background Check

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA).  Eligible List

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.  This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title.  This eligible list will expire one month after it has been established.

• Good oral and written communication skills.
• Ability to work in collaborative environment and maintain effective relationships with diverse special needs populations.
• Ability to develop rapport with program participants in order to conduct diagnostic interviews.
• Ability to work as part of a team in an environment that requires flexibility and responsiveness.
• Ability to multi-task.
• Knowledge of modern office computer software including word processing, spreadsheets and web-based navigation.
