Position Description

The City of Minneapolis Elections & Voter Services is a division of the Office of the City Clerk whose purpose is to support access to local government. We administer local, state, and federal elections for Minneapolis voters.

We are hiring for a Voter Outreach Team Member (up to 1 position):

The City of Minneapolis City Clerk's Office is looking to fill up to one temporary Voter Outreach Team Member (Seasonal Elections Support Specialist) position to: engage voters at tabling events, answer election related questions, support Minneapolis residents in registering to vote, collaborate with community organizations, find additional tabling opportunities, assist in preparing educational flyers/handouts, take photos, and support the Voter Outreach & Communications Team in various engagement efforts.

**This is a temporary position from June 9, 2025 through December 12, 2025**

Desirable candidates will have prior experience in:

  • Working with community and/or voter outreach organizations

  • This position will work onsite at Minneapolis Elections and Voter Services: 980 E Hennepin Ave, Minneapolis, MN 55414
Job Duties and Responsibilities

1. Perform election functions in an assigned program area.

2. Schedule tabling, setting up, and attending community events. Actively promote election engagement by handing out related material, Minneapolis Elections & Voter Services branded materials, and registering voters.

3. Effectively communicate with community and non-profit organizations to answer questions, set up tablings, etc.

4. Work with desktop publishing products like Illustrator, Photoshop, and InDesign to assist in development of education materials.

5. Assist with designing social media posts to be utilized across all used platforms.

6. Engage and sustain relationships with people from diverse cultures and socioeconomic backgrounds.

7. Communication & Program Support: Proofread, prepare, plan and send communications via e-mail, print, and

social media outlets.

8. Order supplies and keep inventory.

9. Process a high volume of time sensitive election material.

10. Perform data entry where details and accuracy are essential.

11. Learn and effectively utilize new software systems.

12. Provide quality customer service in-person, via phone, and via written communication.

13. Work cooperatively as a member of a diverse team.

14. Follow statute, law, City code, policy, procedure, and guidelines.

15. Inventory, prepare, and categorize election equipment and supplies.

16. May be assigned to assist in other programs within elections or within the City Clerk's office as needed.


Working Conditions:

Normal office setting with occasional field work; may involve assignments at various Minneapolis sites, including outdoor activities. The selected individual will be required to set-up for outreach events, which involves lifting and carrying supplies.

Required Qualifications

Minimum Education:

  • High School Diploma or equivalent

Minimum Experience:

  • One year of customer service

  • Meet Minnesota State Election Judge qualifications; You must:

    • be a U.S. citizen;

    • be at least 18 years of age;
    • be able to read, write, and speak English;
    • Cannot be a candidate, or the spouse, parent, stepparent, child, stepchild, sibling or step- sibling of a candidate on the ballot;
    • Cannot be domiciled, either permanently or temporarily, with any candidate on the ballot;
    • Cannot be a candidate in the election

Licenses/Certifications:

  • Election Judge Training will be provided


Desired Qualifications:

  • Proficiency in Hmong, Somali, Spanish, or Oromo highly desirable to assist voters in translating elections materials.
    • Candidates selected for positions that make use of additional language skills may have the opportunity to pass a proficiency test to receive additional language pay.
  • Experience working in elections.
  • Experience working in customer service roles.
  • Experience working in voter outreach or communication roles.
  • A Minnesota Driver's License

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire for this position.
Knowledge, Skills and Abilities

  1. Knowledge of the election process.
  2. Knowledge of accepted business English usage, punctuation, spelling and math.
  3. Knowledge of office practices, policies, and procedures as they relate to the assigned program.
  4. Proficiency on computers, to include word processing, spreadsheets, and database programs.
  5. Ability to make decisions in accordance with laws, regulations and established departmental policies and apply judgment in interpreting and applying procedures.
  6. Ability to handle customer concerns and complaints respectfully.
  7. Ability to establish and maintain effective working relationships with others.
  8. Ability to communicate effectively by phone, in person, and in writing.
  9. Ability to organize and prioritize daily work tasks while experiencing multiple interruptions.
  10. Ability to follow written and verbal instructions.
  11. Ability to remain politically neutral and provide an inclusive, positive voting experience to persons of diverse backgrounds.
