This position inspects buildings to ensure compliance with applicable national, state, county, and city building, safety and energy codes. Reports to the Chief Building Inspector for the specified discipline (electrical, mechanical, plumbing, and structural).

Essential Functions

  • The Plans Examiner shall examine all plans and / or specifications and applications for permits within the specified discipline.
  • Reads building plans and specifications to ensure compliance for the Florida Building Code. Approves or rejects plans and enters results in Permitting System.
  • Performs thorough plan reviews and inspections to ensure compliance with Florida Building Codes, safety and energy codes, Broward County Rules and other requirements, prepares reports, including correction recommendations.
  • Receives and responds to inquiries from homeowners / property owners, contractors, architects, engineers, etc., regarding codes and compliance procedures.
  • Performs general administrative / office work as required, including but not limited to attending meetings, preparing reports and correspondence, copying and filing documents, answering the telephone, etc.
  • Interacts and communicates with the immediate supervisor, co-workers, other City department personnel, property / homeowners, developers, contractors, architects, engineers, trade workers, County personnel, general public, etc.
  • Provides excellent customer service by clearly and politely explaining code requirements to applicants and the general public.
  • Operates a vehicle and a variety of equipment, including a computer, typewriter, calculator, copier, telephone, small hand tools, etc.
  • Performs additional related duties as assigned and / or required.

Minimum Qualifications

Minimum Qualifications :

  • Requires a high school or GED equivalent.
  • Must meet the minimum requirements of the Florida Building Code (Broward County Administrative Provisions) to be selected as a Building Plans Examiner in the assigned discipline (see below).
  • Must possess a valid Florida driver's license.
  • Must meet the minimum requirements of the Florida Building Code (Broward County Administrative Provisions) :

    For Building Plans Examiner (Electrical) :

    To be eligible for appointment as an Electrical Plans Examiner, such person shall be certified as required by BCAIB as an electrical plans examiner and as an electrical inspector. Engineers are exempt from BCAIB certification. Such person shall be certified by BORA and shall meet at least one of the following qualifications :

  • An engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.
  • An electrical inspector serving for a minimum of one (1) year for an AHJ or School Board within the State of Florida and who complies with at least one (1) of the qualifications of Section 104.12.3.1.
  • Each of the applicants shall possess a current Certificate of Competency or a professional license in the discipline requested as a master electrician or electrical contractor or engineer issued by at least one (1) of the following entities :
  • Florida Electrical Contractors Licensing Board.

  • Broward County Central Examining Board of Electricians.
  • Miami-Dade County Construction Trades Qualifying Board.
  • Florida Board of Professional Engineers.
  • For Building Plans Examiner (Mechanical) :

    To be eligible for appointment as a Mechanical Plans Examiner, such person shall be certified as required by the BCAIB as a mechanical plans examiner and as a mechanical inspector. Engineers are exempt from BCAIB certification. Such person shall be certified by BORA and shall meet at least one of the following qualifications :

  • An engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.
  • A Mechanical Inspector serving for a minimum of one (1) year for an AHJ or School Board within the State of Florida and who complies with at least one (1) of the qualifications of Section 104.13.3.1.
  • Each of the applicants shall possess a current Certificate of Competency or a professional license as a master mechanical, mechanical contractor, Class A air conditioning contractor, Class B air conditioning contractor, or engineer issued by at least one (1) of the following entities :
  • Florida Construction Industry Licensing Board.

  • Broward County Central Examining Board of Mechanical Contractors and Specialty Mechanical Contractors.
  • Miami-Dade County Construction Trades Qualifying Board.
  • Florida Board of Professional Engineers.
  • Individuals holding a license as a Class B Air Conditioning Contractor shall have duties limited to the examination of air conditioning and mechanical plans within the scope of their Certificate of Competency.
  • For Building Plans Examiner (Plumbing) :

    To be eligible for appointment as a Plumbing Plans Examiner, such person shall be certified as required by BCAIB as a plumbing plans examiner and as a plumbing inspector. Engineers are exempt from BCAIB certification. Such person shall be certified by BORA and shall meet at least one of the following qualifications :

  • An engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.
  • A Plumbing Inspector serving for a minimum of one (1) year for an AHJ or school board within the state of Florida and who complies at least one (1) of the qualifications of Section 104.14.3.1.
  • Each of the applicants shall possess a current Certificate of Competency or a professional license in the discipline requested as a master plumber or plumbing contractor or engineer issued by at least one (1) of the following entities :
  • Florida Construction Industry Licensing Board.

  • Broward County Central Examining Board of Plumbers.
  • Miami-Dade County Construction Trades Qualifying Board.
  • Florida Board of Professional Engineers.
  • For Building Plans Examiner (Structural) :

    To be eligible for appointment as a Structural Plans Examiner, such person shall be certified by BCAIB as a standard plans examiner or be a Florida Registered Architect or Florida Licensed Professional Engineer in the discipline requested. Such person shall be certified by BORA and shall meet at least one of the following qualifications :

  • Be a Florida Registered Architect or a Florida Licensed Professional Engineer in the discipline requested and having practiced for a minimum of five (5) years within the state of Florida, two (2) years of which shall have been within the HVHZ or passing BORA's HVHZ exam.
  • Be a Standard Inspector appointed as such for a minimum of one (1) year by an AHJ or School Board within the State of Florida and who complies with at least one (1) of the qualifications of Section 104.16.3.1.
  • Limited plans examiner certifications may be issued to individuals holding current building contractor or residential contractor licenses and who otherwise meet the requirements of the appropriate section under which they are qualifying, with duties limited to the scope of work authorized by their license.
  • Each of the applicants shall possess a current Certificate of Competency or a Professional Engineer License or Architect Registration issued by at least one (1) of the following entities :
  • Florida Construction Industry Licensing Board.

  • Broward County Central Examining Board of Building Construction Trades.
  • Miami-Dade County Construction Trades Qualifying Board.
  • Florida Board of Professional Engineers Department of Business and Professional Regulation as an Architect.
  • It is the responsibility of the candidate to maintain their licenses and / or certifications as a job requirement.
  • Emergency Management Responsibilities :

    Note : During emergency conditions, all City of Miramar employees are automatically considered emergency service workers. City of Miramar employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

  • Knowledge of the principles, methods, and practices of building construction.
  • Knowledge of the principles, methods, and practices of the installation and maintenance of equipment, appliances, and devices related to the applicable discipline.
  • Knowledge of building codes, laws, and regulations.
  • Ability to read and interpret building plans, diagrams, and specifications.
  • Ability to communicate effectively in oral and written form.
  • Ability to adapt to an evolving and continually improving environment.
  • Ability to respond to supervision, guidance and direction of superiors in a positive, receptive manner and in accordance with stated policies and procedures.
  • Ability to demonstrate a polite, helpful and courteous manner when engaged in any activity with the general public.
  • Ability to operate and care for equipment to manufacturer's specifications and / or within the specified parameters.
  • Ability to demonstrate an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the general public and colleagues.
  • PHYSICAL DEMANDS :

    Requires moderate physical effort including lifting up to 50 pounds. May require frequent crouching, kneeling, bending, and stooping. Frequent periods of standing or walking may be required.

    GENERAL BENEFITS :

    The City of Miramar provides benefits for its permanent full-time and part-time employees. Benefits will differ dependent upon the job classification and representation, which include union and unrepresented.     Vacation

    Permanent full-time employees earn up to ten days of vacation during their first year of employment. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.

    Permanent part-time employees have the opportunity to earn vacation after the completion of one year of continuous service.

    Sick Leave

    Permanent full-time employees accrue sick leave at the rate of one day per month. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.

    Permanent part-time employees have the opportunity to earn sick leave after the completion of one year of continuous service.

    Health Plan

    The City currently provides medical coverage through Aetna. The City pays the health insurance premium for the employee and 50% of the premium for dependents.

    Permanent full-time employees have the option of electing coverage from three plans : Health Network Only Plan (HMO), High Deductible Health Plan (HDHP) with HSA and Open Access Managed Choice Plan (POS).

    Permanent part-time employees have the option of electing coverage from two plans : Health Network Only Plan (HMO) and the High Deductible Health Plan (HDHP)

    The City also offers Dental coverage through Delta Dental.

    Pension (Defined Benefit Plan)

    Permanent full-time employees are automatically enrolled in one of the City sponsored pension plans, which are funded by mandatory City and employee contributions. The Plan provides a guaranteed income, based on years of service, to its members upon retirement.

    457(b) Plan (Deferred Compensation Plan)

    Employees can elect to participate in this Plan, which enables the employee the option of deferring compensation on a pretax basis, not to exceed the applicable limits established by the IRC.
