The City of Missoula Parks & Recreation Department is seeking a dedicated Safety-Training Program Manager to lead our efforts in reducing risk exposure and enhancing safety across our parks and recreation system. In this role, you will develop, implement, and oversee critical safety programs, collaborate with leadership to ensure compliance with safety regulations, and provide essential training for staff.

** The full range for the position is $33.94 - $40.88/hour and will increase each year for longevity and cost of living adjustments.





  • Oversee the program operations of the Risk, Safety, and Training Program, including staffing, budget control, developing and supervising training, providing trainer certifications for staff, compiling equipment and worksite safety training materials, tracking staff training completion and certificates, etc.  
  • Serve as liaison and coordinate safety programs with the City safety committee and Risk and Safety Manager; evaluate practices and procedures to assess risk and adherence to the law.
  • Supervise various employees, including assigning and reviewing work, performance evaluations, and training; participate in hiring, discipline, and termination decisions; provide support by correcting deficiencies, and building strengths to ensure effective working relationships.
  • Serve as department lead and liaison to address the challenges of unsheltered individuals living in parks; develop programs, policies, and procedures in collaboration with city teams, including non-profit and private security to ensure safety in parks.
  • Develop, implement, and maintain City and departmental policies and procedures for compliance with statutory regulations; ensure safety policies and procedures are understood and practiced by all employees, contractors, and vendors, in accordance with Montana Safety Culture Act.
  • Perform routine field audits of lands, facilities, and worksites for compliance with statutory regulations and hazard detection; prepare reports of findings; recommend solutions, improvement opportunities, or new prevention measures; prepare plans to mitigate risks identified and follow-up to ensure deficiencies are corrected.
  • Design risk, safety, and training programs for all Parks & Recreation employees, including the development of program objectives, and equipment and worksite safety training materials in alignment with department strategic planning and growth; coordinate and conduct employee trainings.
  • Collaborate with programmers to develop safety training programs for volunteers and ambassadors working in parks and programs.
  • Prepare presentations for health and safety matters and accident prevention; prepare documentation of training records; track employee safety and health training.
  • Provide guidance on policy enforcement to establish a culture of health and safety.
  • Investigate and track incident reports, safety complaints, accident/incident history; maintain accurate and up-to-date records and logs; report annual data to City and department leadership, identifying trends and mitigating incidents. 
  • Track vandalism and damages to public infrastructure and document for purposes of restitution; act as liaison to Police, Court, and Legal Offices to assist as needed to obtain desired outcomes.
  • Conduct research and compile statistical and administrative reports to support program objectives and deliverables.
  • Implement and maintain current safety/training procedures and practices, including equipment, manuals, and Safety Data Sheet information.
  • Manage budgets, inventories, and expenses related to risk, safety, and training programs, urban encampments (with an emphasis on PPE supplies), employee hazard pay, safety training materials, safety training certifications and equipment utilization costs; purchase and distribute safety supplies; manage supply inventory.
  • Develop department health and safety budget in collaboration with divisional managers.
  • Assist with department strategic planning, including developing goals and objectives. 
  • Represent the department on assigned safety-related committees, including the City-wide Safety Committee. 
  • Perform other duties, as assigned.  
  • Knowledge of principles and practices of risk management, including workers compensation programs, liability risks and risk mitigation.
  • Knowledge of, and ability to promote, department safety considerations, City safety policies, OSHA standards and guidelines, including risk management techniques to reduce exposure to injury, damage, and liability.
  • Knowledge of building and ground maintenance principles and practices, including the proven ability to operate maintenance equipment and vehicles.
  • Knowledge of, and ability to understand, interpret, and apply, safety policies, procedures, and guidelines, including OSHA standards and the Montana Safety Culture Act
  • Skill in operating office equipment, various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment. 
  • Skill in managing multiple projects with shifting priorities and timeline demands.
  • Skill in organization, time management, and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.
  • Skill in creating educational materials, publications, and written reports.
  • Skill in safely operating various tools, vehicles, and other equipment.
  • Skill in public speaking, with the ability to train and present data, reports, and other findings to a variety of diverse groups and individuals.
  • Skill in analyzing and implementing policies and procedures to attain project goals and objectives.
  • Skill in communicating, in person and writing, with the proven ability to establish and maintain positive and effective working relationships with diverse individuals.
  • Ability to coordinate resources for training employees and vendors in safety policies, procedures, guidelines, and regulations. 
  • Ability to research, analyze, and provide solutions to complex problems, projects, and products. 
  • Ability to maintain current knowledge, developments, and trends related to safety and risk management.
  • Ability to maintain and exhibit integrity and discretion in handling confidential and sensitive information.
  • Ability to maintain and foster a culture of professionalism, cooperation, and coordination while adhering to departmental and City standards and specifications, and supporting a positive team environment.
  • Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.
  • Ability to learn departmental and City of Missoula practices and procedures.
Working Conditions:
  • Position requires the ability to lift 50 lbs. or less.
  • Work environment may include occasional exposure to unavoidable weather conditions, occupational hazards, biohazards, construction hazards, and physical risks, including uneven terrain, loud noises, and high traffic areas, which require following basic safety precautions.
  • Some duties require the ability to access park lands, trails, open space, and construction sites.
  • Some duties may require hazard assessments to determine potential exposure to blood borne pathogens, sharps, and other biohazards. 
  • Any combination of education and experience equivalent to six (6) years in risk management, safety, training, or another relevant field.  
  • Must have a valid Montana driver’s license with a verified acceptable driving record, or the ability to obtain within 60 days of hire.  
  • Must have or the ability to obtain an OSHA30 certification within one (1) year of hire.
  • Experience with OSHA regulations, risk management, or worker’s compensation, preferred.
  • Preferred trainer certifications in: Adult Pediatric First Aid/CPR/AED trainer (American Red Cross), Stop the Bleed trainer (stopthebleed.org), and continuity of Operations (FEMA).

Salary : $70,595 - $80,205
