What are the responsibilities and job description for the Accounting Manager position at City of Missouri City?
This is a full-time (First/Mid-Level Officials and Managers) position in the City's Financial Services Department. An individual in this position is responsible for general ledger preparation, financial reporting, year-end audit preparation, and the support of budget and forecast activities.
Reporting relationship: Assistant Director of Financial Services.
- Manage daily operations of the Accounting division including:
- Month-end and year-end processes and procedures
- Accounts payable, Debt activity, check runs
- General ledger maintenance and control
- Payroll and benefits trust account
- Bank statement reconciliations
- Golf Course-LGC’s accounting and check runs
- Maintain a thorough understanding of the financial reporting and general ledger structure;
- Strong attention to detail. Ensure accurate and timely month-end and year-end closure processes;
- Ensure timely and accurate reporting of all monthly financial information;
- Ensure accurate and timely processing of payrolls and accounts payable transactions.
- Ensure monthly bank reconciliation activities are performed in a timely and accurate manner;
- Support budget and forecasting activities with accurate recording and submission of financial data;
- Collaborate with the other Financial Services department managers to support overall department goals and objectives;
- Monitor and analyze department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy;
- Advise staff regarding the handling of non-routine reporting transactions;
- Respond to inquiries from the Director, Assistant Director, and other managers regarding financial results, special reporting requests and additional customer service request;
- Work with the Assistant Director to ensure a clean and timely year-end audit;
- Assist in development and implementation of new procedures and features to enhance the workflow of departments;
- Provide training and recommendations to new and existing staff as needed;
- Improve systems and procedures and initiate corrective actions as needed;
- Handle personnel issues relating to staff conflicts, absenteeism, performance issues, etc.;
- Work with each direct report to establish performance goals and objectives for each year and monitor and mentor on the progress to enhance their professional development;
- Stay abreast of changes in laws and industries that affect operations in the area.
- Experience in fund accounting and governmental accounting
- Perform other related duties as assigned;
- Bachelor‘s degree in accounting, finance, or a closely related field, from an accredited college or university.
- Minimum of five (5) years related professional experience.
- Three (3) years or more of prior related supervisory experience.
- Certified Public Accountant (CPA), and/or Certified Government Financial Officer (CGFO) are strongly preferred.
- Advanced Microsoft Excel skills are preferred.

Salary : $73,909 - $96,081
