THE POSITION
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS
Essential Functions:
Recommend and assist in the planning, development, preparation, recommendation, and administration of various infrastructure financing proposals and programs including, but not limited to, Community Facilities Districts (CFD’s) and Capital Facilities Fees (CFF’s); recommend financial policies and direction pertaining to specific plans and development projects.
Work with developers, engineers, City staff, and others to identify financing requirements in support of new development plans, goals, and objectives; prepare revenue forecasts and cost/benefit analyses; develop, prepare, and propose work plans; coordinate plan activities with other City departments, as appropriate.
Develop and prepare Requests for Proposals for consultant and contracted services; coordinate consultant evaluation processes and make selection recommendations; meet with consultants to discuss goals and objectives and establish strategies in conjunction with other involved parties; manage, oversee, and monitor consultant activities.
Research and prepare Management Discussion and Analyses (MD&A’s) for annual Community Facilities Districts financial audits.
Coordinate and administer the issuance of Mello-Roos bonds.
Coordinate and consult with internal/external legal counsel, tax consultants, and others regarding plan development activities, as necessary; develop, prepare, and negotiate various agreements for approval by the Community and Economic Development Director, City Council, and others.
Research and write staff reports for Community and Economic Development Director review and approval; present reports, recommendations, contracts, and other information for City Council approval as authorized.
Develop, prepare, and administer operating and Capital Improvement Project (CIP) budgets and manage the budgetary and fiscal control process; track revenues and monitor/authorize expenditures within limits of authority; serve as the liaison to the City Finance Department regarding infrastructure financing and budgeting issues.
Implement and administer various infrastructure financing programs and special accounts after they are established; coordinate and supervise the formation of and annexation to Community Facilities Districts; meet with developers and citizens regarding the taxes and fees that will be applied to their property; respond to disputes and complaints and make recommendations for resolution.
Identify, investigate, analyze, develop, and prepare special studies, projects, or reports; review and analyze applicable federal and state legislation; prepare complex research and analytical reports; research and develop fee recommendations and adjustments; propose solutions to a variety of administrative and fiscal issues.
Supervise subordinate professional, technical, and/or administrative support staff as assigned; coordinate clerical and analytical support for areas of assignment, as needed; participate in the selection of staff, provide or coordinate staff training, work with employees to improve performance; and implement disciplinary procedures as necessary.
Attend various City Council, Committee, Board, Commission, and other governmental meetings.
Evaluate the efficiency and effectiveness of assigned operations and activities; recommend improvements and modifications; prepare and revise departmental rules and procedure manuals; oversee the maintenance of critical records pertaining to assigned functions; ensure that assigned activities comply with pertinent laws, regulations, and ordinances.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

MINIMUM QUALIFICATIONS
Knowledge of:
Principles and practices of public and business administration, budgetary preparation, and fiscal control.
Pertinent federal, state, local laws, codes, rules, and regulations.
Principles, practices, and procedures of governmental finance, accounting, procurement, record keeping and reporting.
Principles and practices of supervision, training, and performance evaluation.
The application and methods of statistical and management analysis.
English usage, spelling, grammar, and punctuation at an advanced level.
Advanced methods of report preparation and presentation; technical report writing procedures.
Administrative research techniques including typical sources and availability of information.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:

Experience:
Four years of professional experience performing fiscal and project management, two (2) years of which are working in a public agency. Supervisory experience is desirable.
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, economics, accounting, or related field. A Master’s degree in one of these areas may substitute for one of the non-supervisory years of experience.
Possession of, or the ability to obtain, a valid California driver's license.

WORKING CONDITIONS
Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
