The Operations Crewleader - Forestry is responsible to perform a variety of duties related to scheduling, planning, assigning, and prioritizing construction and maintenance related projects within the Forestry division of Public Works; to perform duties requiring specialized knowledge; to prepare and maintain project files and related documentation; and to provide technical support to assigned supervisor.
The current vacancy exists in the Community Forestry Division of the Public Works Department. The eligible list established may be used to fill the existing vacancy and any additional vacancies within the Community Forestry, Compost Operations and Green Waste Collection Divisions that occur during the life of the eligible list.
**International Society of Arborist (ISA) Certification is required by the end of probationary period (within 1 year of hire).

Essential and other important responsibilities may include, but are not limited to, the following: 

Essential Functions:
 
Plan, prioritize, and review the work of multiple crews assigned to perform a variety of construction, maintenance and repair activities.
 
Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
 
Participate in evaluating the activities of staff, recommending improvements and modifications.
 
Provide and coordinate staff training; work with employees to correct deficiencies.
 
Coordinate activities with other divisions, departments, utilities and outside organizations as needed to accomplish tasks, as needed.
 

Review work orders, prioritize and schedule work to be completed; perform the duties of assigned crews as needed and perform the most difficult construction, maintenance, and repair activities.


Evaluate assigned activities; recommend improvements and modifications; prepare various reports on activities.
 
Oversee the use, maintenance, repair and inventory of equipment.
 
Inspect the work of crews and contractors to ensure projects progress appropriately and work is being performed correctly.
 
Plan and coordinate routine to complex traffic control plans; obtain appropriate permits for work on State highways.
 
Participate in and ensure the development and adherence to safety programs.
 
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints, as necessary.
 
Maintain time, material and equipment use records; prepare various reports related to work activities including technical reports in response to regulatory activities.
 
Prepare project cost estimates.

Research and solicit purchase quotes for equipment and supplies; make recommendations on purchases; requisition supplies and materials.

Perform confined space entries per City of Modesto and Cal OSHA regulations.

Participate and attend professional group meetings; stay abreast of new and current trends affecting area of assignment.

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Marginal Functions:

Materials, methods, practices, equipment and elements of construction technology as they relate to assigned operations.
 
Principles and practices of technical and functional supervision and training.
 
Types and levels of maintenance and repair activities generally performed on construction, maintenance and repair projects.
 
Equipment, tools and materials used in the construction, maintenance and repair of public works related systems and infrastructure.
 
Safe work practices; regulatory safety programs and procedures.
 
Confined space entry rules and regulations.

Pertinent federal, state, and local laws, codes, rules, and regulations.
 
Principles and practices of budget monitoring.

When assigned to Forestry:

ANSI Z133 Safety Requirements for Arboricultural Operations
 
Ability to:
 
Provide technical and functional supervision over assigned staff; effectively train staff.
 
Prepare a variety of progress and regulatory reports; keep and maintain a variety of detailed records.
 
Coordinate work assignments with other divisions, departments, and agencies and volunteer groups.
 
Identify and implement effective courses of action to complete assigned work.
 

Perform the most complex duties related to maintenance and repair.


Establish and maintain effective working relationships with those contacted in the course of work.

Communicate clearly and concisely, both orally and in writing.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

When assigned to Forestry:

Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner.

Climb trees with the aid of ropes and gaffs to maintain trees.

Use and operate hand tools, mechanical equipment, and power tools in a safe and efficient manner. 
       
Experience and Training Guidelines:
 
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
 
Experience:
 
Three years of increasingly responsible journey experience performing construction and maintenance work in the assigned area of responsibility.
 
Training:
 
High School diploma or GED equivalency supplemented by specialized training in one or more trades areas.
 
License or Certificate:
 
Possession of, or the ability to obtain, a valid Class A or Class B Commercial California driver’s license with appropriate endorsements, as assigned, earning a permit within 45 days and a license within 90 days of appointment.
 
When Assigned to Streets Maintenance or Curbs, Gutters, and Sidewalks:

Possession of a work zone safety certificate from International Municipal Signal Association (IMSA), Traffic Control Supervisor Association (TCSA), International Transportation Engineers (ITE), American Public Works Association (APWA), American Traffic Safety Services Association (ATSSA), or the Institute of Transportation Studies (ITS) within one year of appointment.

When Assigned to Community Forestry:

International Society of Arborist (ISA) Certification is required by the end of probationary period.

Tree Risk Assessment Qualification is desirable once ISA Arborist Certification is acquired.

Possession of a Pesticide Applicator’s Certificate is desirable.

Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation or termination.  
Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting.   Lifting: frequently up to 50 pounds; occasionally up to 75 pounds.   Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone.   Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.   Environmental: frequent exposure to noise.
 
WORKING CONDITIONS
 
Work is performed in a typical temperature controlled office environment subject to typical office noise and environment. Some duties involve working outside in a variety of climates and working in traffic. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
