Performs intermediate skilled technical work supervising and participating in the operation and maintenance of a wastewater treatment plant; does related work as required. Work is performed under the limited supervision of the Wastewater Treatment Plant Superintendent. Supervision is exercised over Wastewater Plant Operators.
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, atmospheric conditions, and wearing a self contained breathing apparatus. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.Overseeing, supervising, and participating in the operation and maintenance of the wastewater treatment plant; preparing and maintaining appropriate records and files. Monitors plant operations visually through regular tours of the plant and through the use of the System Command and Data Access (SCADA) computer software. Supervises the work of subordinate plant operators; gives instructions and enforces general operative procedures. Monitors and records readings from meters, gauges, and instruments; reviews laboratory analyses and checks functioning of equipment. Starts up, shuts down, regulates, and adjusts motors, pumps, compressors, grinders, blowers, valves, and other apparatus to meet changing operating conditions. Inspects plant buildings and equipment; notes need for maintenance and repair work. Oversees and participate in training of new employees; reviews personnel performance. Plans, schedules, supervises, and participates in the work of plant operators; ensures all shifts are manned in compliance with regulations. Advises and consults with superiors on unusual operating problems or the need for major repairs to equipment. Prepares, submits, and maintains a variety of records and reports. Interacts with public in responding to complaints and conducting plant tours. Oversees pretreatment and long term monitoring programs. Assists with major repairs and installations; operates construction equipment as qualified. Monitors and records the activities of community service workers. Maintains parts, chemical, and supply inventories and orders items as required. Serves as the back-up Operator-in-Responsible Charge. Performs related tasks as required.Thorough knowledge of the operating characteristics and maintenance requirements of a wastewater treatment plant; thorough knowledge of hydraulic, chemical, and mechanical principles pertinent to wastewater treatment plant operations; thorough knowledge of the occupational hazards of the work and of necessary safety precautions; general knowledge of routine laboratory procedures; ability to establish and maintain effective working relationships with associates and the general public; ability to prepare detailed reports and maintain records.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and extensive experience in wastewater treatment plant operations including some supervisory experience.

Possession of a Grade IV Wastewater Plant Operator, North Carolina Department of Environment and Natural Resources Land Application, OSHA Competent Person, and Hazardous Materials certificates. Possession of an appropriate driver's license valid in the State of North Carolina.
Salary : $55,765 - $92,934
