What are the responsibilities and job description for the DEPUTY GENERAL MANAGER OF ENERGY SERVICES AND WATER RESOURCES position at City of Monroe (NC)?
Performs complex professional and difficult administrative work overseeing the design, installation, operation, maintenance and repair of the City's electric, natural gas, water, and wastewater systems; does related work as required. Work involves setting policies and goals under the supervision of the Utility Director. Supervision is exercised over all department personnel.

Participates in planning, organizing, and directing the construction, operation, maintenance, and repair of the electric, natural gas, water, and wastewater systems and the fiber optic network to ensure adequate service to existing and future customers; manages protection of the City's water supply and collection and treatment of sewage and related utility operations, assists with administration of supply and capacity contracts; ensuring compliance with regulations; coordinating work with other departments and City Manager; maintaining records; preparing reports. Manages supply, capacity, and operating contracts/agreements for the electric, natural gas, water, and wastewater utilities and the fiber optic network. Reviews, analyzes, and evaluates electric, natural gas, water, and wastewater rates to ensure adequate revenue recovery and rate equity between customer classes; assist with the development of rates. Manages the City’s delegated self-permitting program from the North Carolina Department of Environmental Quality (NCDEQ), enforcement of local ordinances and permits, and all legal activities of the department.
Manages the City industrial pretreatment program and the land application of treatment plant residuals. Meets with large industrial customers to discuss service needs, issues, rates, policies, and other pertinent information. Represent Energy Services and Water Resources on the Economic Development Advisory Board and for potential projects, customers, and initiatives. Represents the City at various board, committee, and team meetings. Approves work orders, purchase requisitions, contracts, time sheets, electric, natural gas, water, and wastewater purchases or capacity contracts. Ensures compliance of electric, natural gas, water, and wastewater, and fiber optic construction and maintenance plans. Assists Utility directors/managers with department wide safety programs and field inspections of construction and maintenance crews; ensures OSHA compliance. Interacts with customers on utility issues, rate questions/interpretation, complaints, policy questions, and other issues. Manages inter-governmental activities between the electric utility, natural gas utility, and fiber optic network, local, State, and Federal agencies such as OSHA, NCUC, FERC, PHMSA, NCDEQ, Army Corps of Engineers, etc. Manages regulatory programs, including compliance with the Safe Drinking Water Act, Clean Water Act, USEPA Process Safety, NCDEQ Dam Safety, and all other applicable State and Federal regulations; Assists with oversight of department operating and capital budget; assists long range plans for utility systems. Prepares various departmental operations reports, studies, correspondence, emails, memos, letters, and other departmental documents. Recruits and selects department staff; assigns, directs, and inspects the work of personnel; ensures the proper training of personnel; disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules, approves leave and time sheets; recommends reward, transfer, promotion, suspension, termination, and demotion. Project manages major construction, repair, and maintenance projects; oversees or prepares equipment and bid specifications, bid evaluations, and equipment purchasing.
Leads critical infrastructure planning to ensure operations, including critical infrastructure redundancy planning, plant operations, contingency planning, and spare parts inventory management. Project manages key initiatives developed for the utilities or customers. Develops and implements marketing plans to promote utility services to maximize growth revenues and customer satisfaction. Leads utility communications to customers. Performs related tasks as required.
Comprehensive knowledge of public utility organization, operation, planning, and administration; thorough knowledge of the materials, methods, practices and equipment used in the operation, maintenance and repair of utility systems; ability to establish and maintain effective working relationships with City officials, developers, industries, contractors, associates and the general public; ability to plan, assign and coordinate the work of the department; ability to prepare clear and comprehensive studies and reports; ability to communicate technical ideas effectively, both orally and in writing.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor’s degree in engineering or related field and extensive administrative experience of a progressively responsible nature in utility service.
Possession of an appropriate driver’s license valid in the State of North Carolina.
Professional Engineer license preferred.
Salary : $146,806 - $289,286
