General Definition of Work
The Purchasing Manager is responsible for developing and executing purchasing strategies, managing vendor relationships, negotiating deals to secure the best prices, and ensuring the company acquires necessary goods and services at the optimal cost by carefully evaluating suppliers and market trends. Performs work coordinating the City's purchasing, property, and fixed asset records; managing purchasing and warehouse divisions; does related work as required. Supervision is exercised over subordinate personnel. This position reports to the Director of Finance.

Essential Functions- Planning, directing, overseeing, supervising, and participating in purchasing and other central services; preparing and maintaining appropriate records and files.
- Maintains and tracks fixed asset records; balances appropriate general ledger accounts including inventory and related reports; maintains insurance schedules; secures and maintains titles and tags for all vehicles.
- Monitors capital expenditures through purchase orders.
- Maintains gas pumps and veeder root systems for City fueling facilities; downloads gasoline usage.
- Maintains safe operation/compliance of City fueling facilities including state inspection; issues and maintains pro-keys citywide.
- Manages purchasing and inventory modules and trains employees on use.
- Manages daily activities of City warehouses and manages the sale of surplus equipment.
- Maintains bids, contracts and purchase orders.
- Directs taking of stocked inventory annually.
- Manages copier, uniforms, and related contracts.
- Assists in the orientation of new employees within the division.
- Signs purchase orders; verifies purchase requisitions; obtains informal and formal quotes as needed; approves service contracts once authorized by appropriate department staff.
- Attends construction meetings and monitors construction contracts of City facilities.
- Evaluates proposals for formal and informal bids as necessary.
- Prepares and/or assists in preparation of specifications; assists departments with requisition process; assists departments with the contracting process for services.
- Assists in setting purchasing policy.
- Arranges for shoe/boot vendors annually to outfit employees.
- Maintains vendor information.
- Prepares performance reviews; hires and trains new employees; recommends appropriate salary increases per performance reviews.

Education and Experience
Bachelor’s in Business Administration, Logistics, Chain Management or a related field. Supervisory experience and 3 years’ experience as a Purchasing Manager or agent.
Physical Requirements
- Work requires the exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.
- Work regularly requires speaking or hearing and using hands; frequently requires sitting, reaching with hands and arms and repetitive motions; occasionally requires standing, walking, climbing, or balancing, kneeling, or crawling and pushing or pulling.
- Work has standard vision requirements.
- Vocal communication is required for conveying detailed or important instructions to others accurately, loudly or quickly.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machinery and observing general surroundings and activities.
- Worker is regularly exposed to the risk of electrical shock and occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions.
- Work is generally in a moderately noisy location (e.g. business office, light traffic).
- Work has moderate travel.
Special Requirements
Valid driver's license in the State of North Carolina.
