Performs difficult skilled work leading and participating in operating a variety of medium to heavy equipment needed for the installation, repair, and maintenance of water and wastewater systems and appurtenances; does related work as required. Work is performed under the limited supervision of the Water Resources Maintenance/Construction Superintendent.   Supervision is exercised over assigned crew members.  

 

This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. The worker is exposed to OSHA classified excavated trench conditions and bloodborne pathogens which require specialized personal protective equipment.  Worker is also exposed to potential electrical hazards as well.  

Assigning, directing, leading, and participating in operating a variety of medium to heavy equipment for installing, maintaining, and repairing water and wastewater lines, pumps, and appurtenances; maintain knowledge of two separate utility systems, including regulatory requirements for both.  Conducts training for subordinate staff.  Operates and supervises medium to heavy equipment such as trackhoes, backhoes, skid loaders, dump trucks, loaders, large water tanker trucks, heavy capacity wastewater jet trucks, trenchless pipe bursting equipment, pneumatic and stem driven trenchless boring equipment; tampers, trenchers, air compression driven equipment, and other equipment;  Performs scheduled maintenance and makes minor repairs to equipment as needed; supervises inspection and condition assessment and supervises more complex repairs.  Performs and supervises installation of water and wastewater mains and appurtenances to include: trenchless pipe bursting, installation of valves, water and wastewater taps and service line, fire hydrants, manholes, pumps and meters.  Performs work in high traffic areas; inspects work in progress to ensure conformance; makes and adjusts work assignments; schedules work projects; requisitions necessary equipment and materials.   Works with computerized maintenance management systems (CMMS) to write, perform, and supervise work orders; Performs and assists in the chemical disinfection of public water mains, performs on call/standby duty dependent on assigned division; responds to emergency and customer service calls received; makes independent decision on the severity and urgency of water and wastewater system problems; takes action as necessary.    Uses Supervisory Control and Data Acquisition (SCADA) computer systems to remotely monitor critical water and wastewater equipment, and responds to emergency alarms.   Performs related tasks as required.

Thorough knowledge and skill to effectively perform and supervise subordinate staff members in the operation, maintenance, and capabilities of equipment, used in the installation, replacement, maintenance, and repair of water and wastewater system components; thorough knowledge of the regulatory requirements, materials and best practices of two utility systems, including occupational hazards and safety practices. Thorough knowledge of the NC811 regulations and ability to operate and supervise WEB TMS software to meet legal obligations of State statutes; thorough knowledge of traffic laws and regulations governing equipment operation; ability to perform and supervise equipment condition assessment and write, perform, and check work orders within a computerized maintenance management system (CMMS); ability to work in unfavorable weather conditions; ; ability to establish and maintain effective working relationships with associates and the public.  

 

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school, some experience supervising subordinate personnel, and extensive experience in the operations of motorized equipment used in water distribution and wastewater collection as well as supervising and performing heavy manual work. 

Possession of an appropriate commercial driver's license, including tanker endorsement, valid in the State of North Carolina; possessions of OSHA Competent Person certifications for Trenching and Shoring and Confined Space Entry; possession of NCDEQ Grade I or II Collection and Grade C or B Distribution System Operator certifications (3 total certifications); ability to obtain one additional Wastewater Collection and one additional Water Distribution System Operator certifications within 18 months.
