Performs semiskilled work operating a variety of medium to heavy equipment needed for the installation, repair, and maintenance of water and wastewater systems and appurtenances; does related work as required. Work is performed under the supervision of a Water Distribution/Wastewater Collections Crew Leader. 

This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils. The worker is exposed to OSHA classified excavated trench conditions and bloodborne pathogens which require specialized personal protective equipment.  Worker is also exposed to potential electrical hazards from electrical circuits as well. 
 Operating a variety of medium to heavy equipment for installing, maintaining, operating, and repairing water and wastewater lines, pumps, and appurtenances; maintain knowledge of two separate and utility systems, including regulatory requirements for both.  Operates medium to heavy equipment such as backhoes, skid loaders, dump trucks, loaders, large water tanker trucks, heavy capacity wastewater jet trucks, trenchless pipe bursting equipment, pneumatic and stem driven trenchless boring equipment, tampers, trenchers, air compression driven equipment, and other equipment; performs scheduled maintenance and makes minor repairs to equipment.  Assists with installation of water and wastewater mains, trenchless pipe bursting, installation of valves, water and wastewater taps and service lines, fire hydrants, manholes, pumps and meters.  Performs work in high traffic areas.  Performs system asset inspection, and condition assessments; using the Computerized Maintenance Management Systems (CMMS) to write, perform, and close work orders; Performs minor maintenance and repairs; assists with more complex maintenance and repairs; Assists in the chemical disinfection of public water mains, requiring chemical dosage for chlorine addition. Performs on call/standby duty dependent on assigned division; responds to emergency and customer service calls; makes independent decisions; takes action as appropriate to resolve problems.  Uses Supervisory Control and Data Acquisition (SCADA) computer systems to remotely monitor water and wastewater equipment, and responds to alarms received to troubleshoot and resolve.  Responds to and resolves work orders for customer complaints and problems.  Performs related tasks as required.
 KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of the, operation, maintenance, and capabilities of equipment used, in the installation, replacement, maintenance, and repair of water and wastewater system components; general knowledge of the  regulatory requirements, acceptable materials and best practices of  two utility systems, including occupational hazards and safety practices;  General knowledge of the NC811 regulations; Thorough knowledge of traffic laws and regulations governing equipment operation; ability to perform manual and semiskilled labor for extended periods, often under unfavorable weather conditions; ability to establish and maintain effective working relationships with associates and the public. 

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and some experience in the operation of motorized equipment used in water distribution and wastewater collection and performing heavy manual work.
 Possession of an appropriate driver's license valid in the State of North Carolina with the ability to obtain an appropriate commercial driver's license, including tanker endorsement valid in the State of North Carolina within six months; obtain OSHA Competent Person certification for Trenching and Shoring within six months; obtain Grade I Wastewater Collection or Grade C Water Distribution System Operator certification within eighteen months.  



Salary : $37,918 - $56,909
