The City of Monroe has a population of 36,392, and is the county seat of Union County. The historic Victorian Courthouse, built in 1886, sits magnificently atop a central square and draws attention from every direction. To the north lie County and City government buildings - to the south, quaint downtown shops, restaurants and businesses. Several fountains and small park areas are part of the downtown landscape. A thriving Highway 74 Corridor is where most major restaurants, hotels, and shopping are found. The City of Monroe is also home to the Charlotte-Monroe Executive Airport.

The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Information Technology, Parks and Recreation, Planning, Police Department, and Water Resources.

The City of Monroe provides full-time employees an excellent fringe benefit package including 401(k), medical and dental insurance, prescription drug card, retirement, life insurance, short-term disability, sick leave, and many other group employee benefits. GENERAL DEFINITION AND CONDITIONS OF WORK

Performs intermediate semiskilled work operating a variety of medium to heavy automotive and construction equipment; does related work as required. Work is performed under a Street Maintenance Crew Leader.

This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, use of measuring devices, assembly or fabrication of parts at or within arms’ length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Operating lawnmower, bush hog, sweeper, backhoe, loader, dump truck and related motorized equipment; performing general maintenance work. Operates a variety of medium to heavy equipment such as rubber tire loader, rollers, skid loaders, backhoe, front-end loader, dump truck, tractors and similar motorized vehicles, small equipment, and street sweepers. Operates backhoe to cut and remove asphalt street sections, sidewalks or curb and gutter for patch or reconstruction; digs trenches, culverts and loads sand, rocks, etc. Ensures grades for roads; grades areas for curb and gutter and sidewalks; loads dirt, stone and sand on trucks; removes heavy brush and debris; hand grades streets, ditches, and driveways. Operates street sweeper on an assigned routine; sweeps parking lots and sidewalks; picks up trash. Operates landscaping equipment and performs a variety of grounds keeping tasks; applies pesticides if qualified; excavates and fills gravesites. Operates equipment in street and pedestrian traffic, around other ground utilities and in other tight places requiring care and skill. Installs and maintains appropriate traffic control signage. Performs minor repairs and maintenance to assigned equipment. Cleans and washes equipment on a periodic basis. Reports any unsafe conditions of equipment and other necessary repairs to supervisor. Assists with paving potholes and repairing utility cuts, raising valves and manhole covers in preparation for resurfacing, constructing curb and gutter and sidewalks, cleaning catch basins and other tasks. Assists with setting forms and grades to pour sidewalks, curbs and gutters and slabs. Assists with pouring and finishing concrete, performing general masonry work. Assists with snow removal and ice control. Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES

General knowledge of the operation, maintenance, capabilities, and limitations of equipment used in area of assignment; general knowledge of the occupational hazards and proper safety precautions involved in the operation of equipment; thorough knowledge of traffic laws and regulations governing equipment operation; skill in the operation of equipment; ability to understand and follow specific oral instructions; ability to detect signs of mechanical failure of equipment; ability to establish and maintain effective working relationships with associates and the general public.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and minimal experience in the performance of heavy manual work and operating motorized equipment.

SPECIAL REQUIREMENTS

Possession of or ability to obtain a Class A commercial driver’s license valid in the State of North Carolina within six months of employment.
May require possession of or ability to obtain a pesticide applicator’s license depending on departmental assignment.
