The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Information Technology, Parks and Recreation, Planning, Police Department, and Water Resources.

The City of Monroe provides full-time employees an excellent fringe benefit package including 401(k), medical and dental insurance, prescription drug card, retirement, life insurance, short-term disability, sick leave, and many other group employee benefits. GENERAL DEFINITION AND CONDITIONS OF WORK

Performs intermediate professional and administrative work developing, documenting, coordinating, implementing, and administering training programs, safety training, OSHA compliance training, and Operator Qualification (OQ) skill evaluations for Natural Gas Division employees; performs other assigned duties as required. Work is performed under the general supervision of the Gas System Manager.

This is light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, atmospheric conditions, noise hazards and oils.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Plans, recommends, develops, schedules, and implements safety programs for the training of Natural Gas Division employees. Ensures Occupational Safety and Health Administration (OSHA) and safety compliance standards; performs crew inspections and audits; coordinates the ongoing industry-specific training; conducts monthly safety meetings; prepares and maintains safety reports and records; serves as an active participant of the Energy Services Safety Council. Participates in the construction, maintenance, and operations of the natural gas systems by providing industry-specific training and performing Operator Qualification (OQ) skill evaluations; Works with supervisors and Gas Crew Leaders to identify, schedule, and document specific training needs for all Natural Gas Division crewmembers; Evaluates and researches safe work procedures, personal protective equipment, construction and maintenance equipment, and makes recommendations; Provides targeted training for all natural gas equipment in use including but not limited to leak detection equipment, heat fusion equipment, self-contained breathing apparatus (SCBA) equipment, etc.; Oversees the routine testing of equipment to ensure compliance with federal regulations; Responsible for the Natural Gas Division Respiratory Protection Program as the Program Administrator; Performs crew worksite inspections and safety audits to ensure compliance with all applicable OSHA, federal and state regulations, and standard operating procedures; Reports findings to the Gas Systems Manager; Requisitions supplies, materials, and tools as needed for training purposes; creates and maintains an adequate outdoor training facility; Coordinates and oversees vendor-provided safety training and services; Coordinates, schedules, and administers natural gas emergency tabletop exercises and mock drills; Investigates workplace accidents/incidents to determine the root cause and recommends corrective actions; Investigates, documents, and prepares estimates for repair costs in all outside third-party damages; coordinates with Utility Billing to ensure invoicing and payment for damages; Conducts contractor safety orientations; Maintains operational proficiency through self-study and participation in training courses; Performs on call/standby duty to assist with emergencies, including nights, weekends, and holidays; Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the practices, methods, equipment, materials, and tools used in the construction and maintenance of natural gas distribution and transmission systems; thorough knowledge of the occupational hazards connected with natural gas distribution and transmission duties and the safety precautions required; considerable knowledge of the principles of natural gas; ability to establish and maintain effective working relationships with work associates and the public; excellent presentation and interpersonal communications skills with the ability to relate well will field workers. In-depth knowledge of federal and state safety regulations, Pipeline Hazardous Materials Safety Administration regulations, and natural gas industry standards. Skilled in the use of Microsoft Office business suite applications with ability to learn and navigate other computer software programs as required. Demonstrated leadership and coaching skills. Effective verbal and written communication skills.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and a minimum of five years of work experience in natural gas transmission or distribution system construction and maintenance covered tasks.

SPECIAL REQUIREMENTS

CPR and basic first aid certification are required. Candidate must obtain Operator Qualification Trainer Certification within three (3) months of hire.
Possession of appropriate driver’s license valid in the state of North Carolina or residence.
