The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Information Technology, Parks and Recreation, Planning, Police Department, and Water Resources.

The City of Monroe provides full-time employees an excellent fringe benefit package including 401(k), medical and dental insurance, prescription drug card, retirement, life insurance, short-term disability, sick leave, and many other group employee benefits. GENERAL DEFINITION AND CONDITIONS OF WORK

Performs difficult professional work in the review, design, construction, inspection, maintenance, installation, and infrastructure replacement and rehabilitation of complex public utility facilities; does related work as required. Effectively manages, monitors, and coordinates multiple programs within the Water Resources Department. Work is performed under the general direction of the Assistant Director of Water Resources. Supervision is exercised over all Engineering Division personnel.

This is light work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is required to conduct field observations as necessary, to observe work of contractors, to ensure compliance with laws, regulations, specifications, and requirements of permits and designs.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Managing all engineering activities of the Water Resources Department; oversees project planning, design, construction, and inspection on complex public utilities projects. Manages, monitors, and coordinates multiple programs within the Water Resources Department including: System Issues/Resolutions (SIRS) Program, Distribution System Pressure Monitoring Program, and departmental Capital Improvement Program (CIP). Manages and schedules all engineering personnel and activities for the Department. Manages engineering contracts for consultant designs of large capital improvement projects. Oversees and reviews cost estimates; prepares and maintains engineering record systems and files. Oversees and directs the acquisition of field surveys, preparation of certified engineering drawings for construction projects, and ensures that specifications and standards are maintained. Coordinates computerized project designs and mapping system in work projects and assignments. Manages all department GIS and mapping system activities; develops and implements policies and procedures associated with GIS. Develops short and long range plans for water and sewer system capital improvements and strategic planning. Develops recommendation to the Assistant Director of Water Resources concerning capital improvements and departmental policy. Oversees and prepares detailed drawings and contracts for construction projects including plans and profile sheets of water and sewer main extensions, pump stations, and other facilities. Prepares requests for proposals; assigns and reviews work to be completed by engineering consultants; reviews work, makes modifications, and approves invoices for payment. Manages the North Carolina Department of Environment and Natural Resources delegated water and sewer permit program and ensures compliance with all requirements. Oversees the interaction and correspondence with citizens, developers, agents, and other City and government agencies regarding water and sewer service feasibility and issues. Oversees City building permit review and processing; interprets and applies City policy and oversees the review of all submitted plans for infrastructure extensions and permits. Oversees the preparation and review of easement maps, legal descriptions, and deed research. Negotiates with property owners for the acquisition of water and sewer easements and facility sites. Prepares budget for all division programs and monitors expenditures. Manages employee performance and enforces discipline; interviews applicants; recommends hiring and promotions. Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES

Comprehensive knowledge of principles and practices of civil engineering and water/wastewater systems; thorough knowledge of methods and techniques for the construction and maintenance of complex public utility facilities; thorough knowledge of land and engineering survey systems, methods, and techniques; thorough knowledge of the principles, practices, and techniques of engineering drafting, GIS, and mapping systems; ability to manage all division activities and multiple concurrent projects; ability to prepare technical reports and documents in connection with projects; ability to establish and maintain effective working relationships with associates, officials, and the public.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil or environmental engineering or related field and extensive experience in professional engineering work.

SPECIAL REQUIREMENTS

Possession of an appropriate driver's license valid in the State of North Carolina.
Registration as a Professional Engineer in the State of North Carolina.
