GENERAL DESCRIPTION:
Under general supervision, Clerk of Council maintains Municipal records and certifies Municipal documents relating to Council and Committees of Council.
ESSENTIAL FUNCTIONS OF THE POSITION:
Attends all Council meetings and Council Committee meetings; prepares Council agenda after consultation with the City Manager; gives notice of Council meetings, keep the journal, advertises public hearings, records and maintains, in separate books, all ordinances and resolutions enacted by Council and has the same published in the manner provided by Charter. Handles Council correspondence.Assists the City Manager in the formulation of the City Council annual operating budget. Performs purchasing responsibilities for Council expenditures and monitors Council operating budget.
Attends meetings and serves on committees, as required; attends various meetings, seminars, and workshops.
Responsible for planning, organizing, and executing a variety of special events, including but not limited to, Christmas on the Plaza, Memorial Day Service and Fourth of July Parade. This includes coordinating logistics, managing event timelines, securing venues and vendors, and overseeing on-site operations. Attend and support events to ensure smooth executions, troubleshoot any issues, and ensure a positive experience for all attendees.
Oversee the City’s compliance with the Ohio Public Records Act and Ohio Sunshine Laws, including, but not limited to, maintaining and updating the city records retention and disposal forms and scheduling meetings for the Records Commission; ensure each designated employee who serves as the custodian of records for their office, division, department, or function is properly trained. Tracks Sunshine Law training for each records custodian, ensuring completion and renewal timelines are met. Advises and assists City departments with public records compliance.
Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
Demonstrates prompt, regular, and predictable attendance; ability to get along with others.
Resource support to all City departments, residents, and citizens.
OTHER DUTIES AND RESPONSIBILITIES:
Performs other duties as assigned by Charter or action of Council.QUALIFICATIONS: An example of acceptable qualifications:
Completion of secondary education or equivalent (high school diploma or GED); documented work experience in general administrative or related functions; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Act as liaison between City Council and the public.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess valid identification to comply with Federal I-9 Employment Eligibility Verification. Must possess a Certified Municipal Clerk (CMC) or Master Municipal Clerk (MMC) designation or be able to obtain designation within one (1) year of appointment.
