GENERAL DESCRIPTION:
Under general supervision, the Financial Specialist performs all financial activities of the City including, but not limited to accounts payable, payroll, financial reporting, and financial recordkeeping.
ESSENTIAL FUNCTIONS OF THE POSITION:1. | Updates employee records for rates of pay, deductions, and benefits information; verifies timesheets for accuracy, reviews for hours worked, and hours paid; processes bi-weekly/monthly payroll batches; balances payroll deductions; calculates and prepares final payment; prints and distributes disbursements; posts payroll; updates accruals; processes and reconciles vendor checks; invoices and checks/ACH/wires and uploads positive pay file to bank. |
2. | Prepares and submits all federal, state, and city withholdings and performs annual reconciliation; prepares and submits all state pension reports and payments; prepares and submits all school tax withholdings and performs annual reconciliation; processes and files W-2s and ACA required documents. Prepares and submits quarterly unemployment reports. Reviews pay ordinance updates and collective bargaining agreements to identify/troubleshoot a need to create or modify pay-codes, accruals, deductions, and other facets of payroll software that may require change. | |
Trains new employees on time entry and leave requests; troubleshoots and resolves employee payroll processing issues. Completes employment verifications. Compiles data for finance public records requests. | ||
Administers purchasing function and P-card program; processes and reconciles vendor checks; invoices and checks/ACH/wires and uploads positive pay file to bank; administers 1099 compliance and maintains vendor files; Processes purchase order changes and approvals; Prepares “Then & Now” certificates and enters information into software for inclusion on upcoming council agenda; performs various other accounts payable activities as assigned. | ||
5. | Prepares files, maintains correspondence and reports. Assists in annual financial audit. Reviews and processes budget transfers and amendments. Oversees office supply orders for Finance and assists other departments with supply purchases. Maintains deadlines & dates on calendar. | |
6. | Attends meetings and serves on committees, as required; attends various meetings, seminars, and workshops. |
7. | Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions. |
