Job Description
The City of Monroe is currently recruiting for a Engineering Services Manager. This position will plan, organize, and direct the work of professional and technical staff performing technical engineering tasks, land development and plan review processes, civil inspections of capital and private construction projects, and capital project management. Provide technical assistance to the Public Works Director, City Engineer, Boards, Commissions, and other staff members.
Position is open until filled. First review of applications August 10, 2022.

Job Responsibilities
100.00% - ~ Effectively communicate with staff, customers, and professional service providers in writing and orally.
~ Maintain, update, and continuously improve the City of Monroe Public Works Design Standards and Specifications.
~ Manage and oversee development review processes including pre-development services, application intake, review, and approval in conformance with applicable regulatory requirements.
~ Establish/review work procedures, processes and policies for best practices, operational efficiency, and ensuring consistency is maintained for civil permitting processes for private and public capital construction projects.
~ Review, coordinate, and approve the completion of detailed and complex engineering studies and designs.
~ Direct field surveys and field investigations aimed at resolving technical engineering problems.
~ Supervise the inspection of streets, curb, gutters, sidewalks, sanitary sewers, water system, storm drainage facilities, and other public and private improvements during construction.
~ Attend City Council, Planning Commission, and other public meetings, when required, providing reports and information as needed.
~ Ensure training program for employees achieve compliance and conformance to requirements and that safe and proper operating practices are maintained.
~ Prepare and conduct oral and written employee performance evaluations. Recognize superior job performance. Effect correction in undesirable trends in performance consistent with established city policy. Take corrective action, provide commendations when appropriate.
~ Recommend selection for promotion and hiring of new Division staff.
~ Support a positive work environment, keep others informed of work issues and programs by maintaining quality communications, display initiative to resolve problems and capitalize on opportunities in the job and maintain a work environment supporting fair and equal treatment of employees in conformance with Equal Employment Opportunity guidelines.
~ Recommend staffing levels, use of contract services, supplies, materials, and equipment required to deliver City services and complete maintenance, repairs, and capital improvements to City infrastructure and facilities.
~ Develop standards, specifications, requirements, bid documents, and/or contracts for vendor services and equipment. Receive price quotes for services and/or equipment. Monitor vendor performance, administer terms of agreements, and approve payments for work completed.
~ May attend City Council, Planning Commission, and other public meetings, when required, providing reports and information as needed.
~ Arrange for appropriate environmental impact analyses and coordinate program approvals for projects with other departments.
~ Maintain a high standard for completeness and efficiency. Independent and self-motivated to complete required deadlines while simultaneously completing other tasks.
~ Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
~ Perform other tasks as directed. Knowledge, Skills and Abilities
Engineering Services Manager -
Area of specialized expertise, such as Hydrology and hydraulics as applied to design of water distribution, sewage, and drainage collection and treatment.
Engineering concepts, practices, and procedures as applied to municipal civil engineering projects, in one or more of the following technical areas, structural engineering, Transportation and environmental engineering.
Ability to develop a positive working environment and effectively utilize all employees in the organization, including coordination of various activities and projects with changing priorities.
Ability to effectively use oral and written communication in the performance of duties and responsibilities.
Ability to work effectively with diverse groups and individuals, including developers, contractors, public agencies, appointed officials, City staff, and the general public.
Ability to learn and implement city procedures, regulations, and requirements with respect to procurement, budget, safety, operations, and organization.
Maintain awareness of Local, State, and Federal design requirements and guidance. Monitor projects to ensure compliance is achieved.
Applicable Federal, State and local law, regulations, policies, procedures and standard practices in the area of public works.
Knowledge of traffic engineering, storm water management practices, utilities design, street maintenance/design, and surface water management.
Demonstrated ability to read and interpret maps, property descriptions, charts, graphs, statistical data, engineering, architectural, landscaping plans and designs.
Ability to utilize communications equipment necessary to perform required duties.
Computer software programs e.g., Microsoft Office.

Manage capital projects to ensure completion in a timely and correct manner.
Draft new procedures and operating policies; interpret the application of existing policies and procedures.
Maintain a high standard for completeness and ensure efficient use of materials, facilities, and time.
Remain calm in stressful situations, relate to various personality styles in a calm, courteous manner.
Exercise discretion, tact, courtesy, and patience with difficult internal and external customers.
Coach, counsel, , and discipline staff as necessary.
Recommend selection for promotion and hiring of new Division staff. Minimum Qualifications
Seven years of progressively responsible experience in a "hands on" engineering position.
Five years of supervisory experience in a Professional Engineering position or an equivalent combination of education and experience that meets departmental needs.
Bachelor of Science in Engineering with major course work in civil, structural, or traffic engineering.

Possess and maintain:
1) A valid Washington State Professional Engineering license in Civil Engineering.
2) A valid Washington State Motor Vehicle Operator"s License.
