The City of Monroe is recruiting for a Plans Examiner to join the Community Development team! The Plans Examiner will review construction plan submittals for compliance with the International Building Code (IBC), ICC/ANSI A117.1 2003 amendments, and amendments to the International Existing Building Code (IEBC) as Appendix M, the International Residential Code (IRC), the Uniform Plumbing Code (UPC) & Uniform Plumbing Code Standards, the International Mechanical Code (IMC), the International Fuel Gas Code (IFGC), the Washington State Energy Code (WSEC), , & cross reference to the International Fire Code (IFC).
EXAMPLE OF DUTIES
Research problems and complaints regarding commercial and residential buildings, building construction and code compliance issues. Respond to sensitive building and customer service issues and evaluate areas to make recommendations to improve services. Maintains documents and records of the resolutions of the customer service issues. Coordinate joint plan reviews, inspections and enforcement actions with the Fire Marshal to prevent duplicate reviews, inspections, and confusion; and to bolster communication. Assist the Fire Marshal, as needed, in the inspection and issuance of Business License applications to verify the proposed use complies with code requirements. Perform technical review of plans and specifications for compliance with the codes referenced above. Evaluate the proposed plans and specifications to general construction standards to compliance for materials and methods of construction, mechanical and plumbing systems to be consistent with the type of construction.Provide technical support for the general public, assisting in code related issues; in research and interpretation, provide verbal and written communication and reports, conduct site visits and field investigations, recommend acceptable alternatives to problems and resolve conflicts within the scope of individual authority.During the plan review process, it may be necessary to complete a field evaluation of the building or tenant space, and it may be necessary to make recommendations to the applicant that would implement efficiency improvements to the drawings, for better use of the space and tenant needs.Represent the building department at the weekly Development Review Meetings. Prepare a written report of the plans evaluations, compiled from the Fire Department, and any other departmental information relative to the plan review from that meeting. A copy of the contacts, architects and owners list should be maintained for further evaluation and use.Determine building valuations and permit fees for new projects based on the Building Valuation Data Table, Table 1-A and other fees noted in the Monroe Fees Resolution Schedule and past and present policies and procedures. Survey buildings during disasters and relieve the building official in the Emergency Command Center as needed. Assist counter staff, the permit supervisor, and the building official with counter coverage, answering questions from homeowners, contractors, developers, architects, engineers, and the general public relating to codes and ordinances and their application; and give interpretations, answer telephones, file inspection reports, and provide back-up support as needed. Assist with on-site inspections of footings, foundation walls, insulation, plumbing, mechanical, framing, gypsum firewall nailing and taping, assisting the Fire Marshal in; combination fire/mechanical inspections, such as, fire dampers in fire barriers, hazardous exhaust ducts, visible/audible smoke detector alarms in HVAC systems, door assemblies in corridors and smoke barriers, fusible-link fire doors, smoke activated doors, rolling fire shutters, smoke detectors connected to the fire alarm system, and other inspections; Business License inspections & issuance of Certificates of Occupancy, posting Stop Work orders and Unlawful to Occupy notices, Health and Safety compliance issues and issuing orders of compliance, final inspections, and other duties as assigned.Maintain regular, reliable and punctual attendance.Perform other duties as directed by supervisor, which may include field inspections.
