Position Summary

This position assists Certified Water Operators in the performance of installation, maintenance, repair and operation of a complete municipal water distribution system. The Operator In Training (OIT) position is considered the first position in the Operator Series with the goal of achieving a Class GD-1 DNR Water Certification within 36 months from date of hire. All Essential Functions are performed under the direct oversight of the Lead Water Operator and Water Operators with direct supervision by the Water and Wastewater Superintendent.

WORK SCHEDULE

Normal work schedule

Monday – Thursday 6:00 am – 3:00 pm Friday 6:00 am – 10:00 am November to April

Monday – Thursday 6:00 am – 4:00 pm May to November

On call: Operators are required to be on call on a rotating basis starting Monday morning and ending the following Monday morning. The operator that is on call will work 6:00 am to 3:00 pm Monday – Thursday and 6:00 am to 10:00 am Friday May to November.

Holiday and emergency overtime work is required.

Water Operator – OIT will start on-call rotation at the discretion of the Water and Wastewater Superintendent / Lead Water Operator.

Duties and Responsibilities

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

• Collects and tests water for quality and documents test results.
• Operates and controls electric motors, pumps, and valves to regulate water flows to system.
• Documents plant operational data and work activities to computer records and daily logbooks.
• Calibrates chemical feed pumping equipment to inject specified amounts of chemicals into the system to disinfect and enhance the water.
• Documents plant operational data and work activities to computer records and daily logbooks.
• Monitors, analyzes, and modifies chemical feeds rate as required to maintain water quality standards.
• Assists in maintaining plant equipment and machinery.
• Repairs, tests, installs, and maintains fire hydrants, system valves, service lines, and fire lines for both routine maintenance and new construction.
• Documents plant operational data and work activities to computer records and daily logbooks.
• Cleans and enters ground storage tanks and climbs elevated storage towers on a routine basis for purpose of maintenance when needed.
• Conducts routine service calls to investigate potential problems relating to broken mains, service leaks, high water consumption, and other water related problems.
• Installs, tests, removes and repairs water meters.
• Flushes water mains and performs hydrant maintenance on hydrants.
• Assist with taking yearly DNR required samples and help submit paperwork.
• Operates, troubleshoots, and maintains water control (SCADA) system.
• Performs facility security checks, ensuring doors are locked.
• Responsible for locating Diggers Hotline requests.
• Responsible for locating, documenting, and entering GIS data into the City’s GIS system.
• Performs construction and maintenance on main plant and other utility buildings and structures as needed.
• Performs routine maintenance on water utility truck fleet and equipment.
• Assist with monthly generator operations on all backup generators and records operating information.
• Maintains records of work orders, labor, and materials used on each job.
• Maintains and repairs valve boxes and manhole.
• Operator assists with yearly inventory of materials.
• Communicates and relays information as necessary with Water and Wastewater Superintendent, Lead Operator, Water Operators and Office Staff concerning tasks completed, problems encountered and future work to be done.
• Operates heavy equipment to include skid loaders, Telehandlers and valve turning equipment.
• Ensures personal safety by use of Personal Protective Equipment (PPE).
• Responds to emergency situations including after-hours, weekend, and holiday assignments, and provides technical expertise to ensure that all aspects of the situation are handled in a proper and legal manner.
• Ensures all activities are carried out in a safe manner; adheres to all City safety regulations; ensures equipment is safely maintained.
• Reports all accidents to the Water and Wastewater Superintendent / Lead Operator. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.
• Assists the wastewater operators with plant work and projects with the approval from the Water and Wastewater Superintendent
• Other duties as assigned.
  
  

Qualifications

MINIMUM REQUIRED QUALIFICATIONS

• High school diploma/equivalent with one (1) year of general maintenance or water treatment plant operating experience; or any combination of education and experience that provides equivalent knowledge, skills and abilities.
• Must possess a valid driver’s license.
• Must Obtain a Class GD-1 DNR Water Certification within 36 Months from date of hire
• Must be able to respond to emergency calls within 30 min of the Wastewater Treatment Plant located at 1224 – 10th Ave W.
