This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a panel interview and a final departmental interview. Candidates moving forward will be subject to an extensive background examination including a polygraph test, psychological exam and physical. Once testing is complete the Chief of Police shall review the background and post-conditional offer assessments and make the final determination as to whether a formal job offer is to be made.The Human Resources Department reserves the right to make changes to components of the examination process.

- Currently employed or formerly employed within the last three years as a law enforcement officer in a law enforcement agency outside of California and passed the California P.O.S.T Basic Course Waiver examination.
- Formerly employed as a law enforcement officer over three years ago in a California law enforcement agency and have completed the California P.O.S.T. Requalification process.

The Position
Under general supervision, to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; and to do related work as required.
Examples of Duties
Patrols an assigned area in radio car, motorcycle, or on foot for the prevention of crime and the enforcement of laws and regulations; responds to radio messages or telephone instructions and appears at scene of disorder or crime as assigned; conducts preliminary or follow-up investigations of prowlers, burglaries, thefts, robberies, deaths, accidents, and other disturbances; directs traffic, including regulation of vehicle flow, at times of emergency or congestion; stops drivers who are operating vehicles in violation of laws and issues citations; investigates accidents; renders first aid as necessary; enforces City ordinances on abandoned cars; does follow-up investigation on hit-run accidents; collects and preserves evidence; testifies in court in connection with criminal prosecution; attends fire scenes to assist in the protection of life and property; serves warrants and subpoenas; operates radio-telephone equipment at headquarters or in a patrol vehicle; occasionally relieves a superior officer and acts for him; supervises the custody of prisoners; fingerprints, photographs and books prisoners; assists in receiving, searching, booking, fingerprinting and supervising prisoners; answers inquiries; keeps records and prepares reports; when assigned, operates a motorcycle in traffic enforcement or a bicycle or all terrain vehicle when assigned to the Community Action Team; conducts preliminary and final investigations.

License and / or Certifications
Must possess a valid California driver's license and have an acceptable driving record.
Special Assignment Pay : 5% Special Assignment Pay for specified assignments; i.e. Traffic Officer; Community Action Team (CAT) Officer; Field Training Officer (FTO); Canine Officer; Public Education Officer (PEO); School Resource Officer (SRO). Detective receives 7.5% and Senior Traffic Officer receives a 10% pay differential (over police officer base salary) based upon their job requirements, duties and function.
Bilingual Pay : Employees shall have the opportunity to demonstrate foreign or sign language proficiency and subsequently be bilingual certified. An employee who receives such certification shall be eligible to receive compensation equal to 5% of his / her base monthly salary.
Education Incentive Premium Pay : Upon completion of probation, Education Incentive Premium Pay provides a 2.5% premium pay for an AA / AS degree, 5% premium pay for a BA degree and 7.5% premium pay for a Master's Degree.
Tuition Reimbursement : $2,000.00 per fiscal year.
Retirement : CalPERS 3.0% @ 50 with highest year formula is provided for current City of Monterey employees or new employees who were hired prior to January 1, 2013 and who are currently active or have been active within six months of the date of hire in the CalPERS retirement system. The employee retirement contribution for these employees is 12% and is deducted on a pre-tax basis. The retirement formula for new employees is 2.7% @ 57 (range of 2% @ 50 to 2.7% @ 57) with highest three year compensation. The employee retirement contribution for these employees is 13.75% and is deducted on a pre-tax basis. The City participates in the Medicare portion of Social Security.
Deferred Compensation : City will match employee paid contributions to a maximum of $150.00 per month.
Health Plan Spending Fund : A minimum of $914.82 per month up to $2,540 per month, dependent upon level of participation (cash-in-lieu of benefits is $300) may be used to purchase medical benefits for the employee and dependents through the PERS Health Plan Program, dependent dental, additional life insurance, dependent care, and / or health care expenses through a Section 125 Flexible Spending Account.
Dental : Fully paid employee premium by the City.
Vision : Fully paid premium for employee and eligible dependents.
Life Insurance : $20,000 policy paid by the City, with an option to purchase additional coverage up to $350,000.
Short Term / Long Term Disability Plan : The City provides a Short Term / Long Term Disability Plan.
Deferred Compensation : City will match employee paid contributions to a maximum of $100.00 per month.
Flexible Spending Account : The Section 125 Plan provides for an employee to set pre-tax dollars aside, through a payroll deduction, for reimbursement of health care and dependent care expenses.
Group Legal : Subject to provider limitations, the City will continue to provide a Group Legal Services Plan for employees represented by MPA through an employee-paid premium.Participation in the program shall be voluntary and consistent with the provider's requirements that the potential pool of participants must include a minimum of 200 employees.
Voluntary Unpaid Leave : With advance approval, an employee may take up to forty (40) hours of unpaid leave per calendar year
City Recreation Program Fees : Resident Rates for City Recreation classes and programs for employees and immediate family household members.
Fitness Pass : Fitness Pass Program available to use the City of Monterey Sports Center.
Fitness Plan : Fitness Plan Program available on an honor system where employees workout off-duty in exchange for leave time accrual. A maximum of 40 hours leave time per calendar year can be accrued with a maximum 80 hours allowed in the bank.
Uniform Allowance : $130.00 / month. K9, Traffic, CAT $170.00 / month.
Vacation : 1-5 years / 10 days ; 6-10 years / 15 days; 11-15 years / 17 days; 15 years / 20 days; 20 years / 23 days.
Sick Leave : 12 days per year.
Holidays : 14 paid holidays plus one floating holiday per calendar year.
