Basic Purpose of the Job:
Under general direction, performs heavy manual labor and equipment operation for the repair, maintenance and installation of the water distribution and wastewater collection systems. Collects samples and performs water quality analysis, investigates customer concerns and develops recommendations. Maintains a safe work environment.


Essential Functions:

  • Operate equipment including excavators, loaders, backhoes, sewer rodders, sewer jet and other equipment associated with the repair, maintenance and installation of the water distribution and wastewater collection systems.
  • Lead and perform heavy manual labor with the repair, maintenance and installation of the water distribution and wastewater collection systems.
  • Install, maintain and repair water distribution mains, laterals, valves, valve boxes, meter pits, meters and hydrants and pressure reducing valves. Locate water lines for excavation contractors. Perform meter reading as needed.
  • Excavate, inspect, flush, clean and repair wastewater mains, lines and laterals. Make taps for sanitary sewer services. Install, repair, test and maintain sewer lift stations and grinder pumps.
  • Perform inspections, document existing conditions, and areas of non-compliance with regulations and communicate requirements for compliance with customers. Draft written letters and communications.
  • Collect water quality samples and perform basic water quality analysis to meet regulatory requirements and customer concerns. Perform flow and pressure tests on water distribution system.
  • Input data on computer and operate SCADA and AMI system. Record pertinent data in log book, maintenance records, bench sheets, etc. as required for regulatory compliance and best management practices.
  • Operate and maintain sewer collection system equipment such as the Vactor and camera truck as assigned. Analyze the information and compile reports using associated computer software.
  • Actively participate in On-call rotation and respond to after hours emergency needs of the water distribution and wastewater collection systems.
  • Train lower level employees and/or seasonal workers and assist other City departments and other personnel in performing their tasks within the department.
  • Serve as the Operator in Responsible Charge (ORC) in the absence of the Lead Operator.

Job Requirements:

  • High school diploma or general education degree (GED).
  • Experience performing maintenance, public works operations, and construction work in the assigned area of responsibility.
  • Working knowledge of a water distribution systems, sanitary sewer collection systems, and maintenance equipment including sewer jet operation and ability to read and interpret basic maps and blueprints.
  • Knowledge of water quality sampling procedures and basic laboratory analysis.
  • Knowledge of SCADA operations and standard construction practices relating to water systems and waste water collection preferred.
  • This position is subject to non-standard working hours including nights, weekends, and holidays.
Licensures & Certificates (must be active and current):
  • Current Colorado Class A or B Commercial Driver’s license with Airbrake and Tanker endorsements; with acceptable driving record.
  • Traffic control Flagger certification.
  • Entry - OCPO Level 2 Certifications in Water Distribution and Wastewater Collection.
  • Mid - OCPO Level 3 in Water Distribution and Wastewater Collection.
  • Senior - OCPO Level 4 in Water Distribution and Wastewater Collection.
Physical Requirements and Work Environment:
Requires ability to perform heavy manual labor. Strenuous physical work requiring ability to lift a maximum of 100 pounds; frequent lifting, carrying, walking and standing, hand/eye coordination. The employee frequently is required to climb or balance and stoop, kneel, crouch, or crawl. Frequent hand/eye coordination for operation of personal computer, and use of hands to handle small parts; vision for reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. Requires driving and walking during inclement weather. While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to wet and/or humid conditions; moving mechanical parts; fumes or airborne particles; extreme cold and extreme heat. The employee is occasionally exposed to vibration. The noise level in the work environment is frequently loud.

Retirement Plan: A defined contribution investment program for non-sworn employees. The City will match dollar for dollar up to 8% of your gross base wages. Sworn Police Officers are enrolled in a defined benefit investment program through FPPA.
