Basic Purpose of the Job:
Under general direction, manages and coordinates activities of the Utilities Division including installation, maintenance, repair, expansion and relocation of the City of Montrose water distribution and wastewater collection infrastructure. Efficiently organizes, plans and directs daily and long-term work crew activities. Prepares budget and plans for future needs of the division. Ensures compliance with State and Federal regulations, maintains system records and reports as required by regulatory agencies and maintains compliance with City safety standards. Responds to citizen inquiries and concerns. Requires a strong understanding of pressurized water distribution operating principals and hydraulics, and sanitary sewer system gravity flow and pressurized operating principals, hydraulic modeling principals, use of SCADA systems, construction practices/management, and personnel management.Essential Functions:

Job Requirements:
Moderate physical work requiring the ability to lift a maximum of 100 lbs.; occasional lifting, carrying, walking, standing and hand/eye coordination. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl, including ladders and staircases up to 140 feet. Frequent hand/eye coordination for operation of personal computer, and the use of hands to handle small parts; vision for reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. Requires driving and walking during inclement weather. While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is periodically exposed to wet and/or humid conditions, moving mechanical parts, fumes and airborne particles, extreme cold and extreme heat. - Manage the Utilities Division operations, including oversight of the construction and repair of water distribution and wastewater collection infrastructure, including operation and adjustments of the Water Distribution and Wastewater Collection SCADA system.
- Ensure City of Montrose compliance with applicable state and federal regulations and requirements for operating water distribution, including the City’s cross connection control program and wastewater collection systems.
- Identify and address problems associated with maintaining and installing new water distribution and wastewater collection infrastructure by consulting plans and specifications and conferring with various consultants, engineers and vendors.
- Develop and implement division policies and procedures, goals, objectives and annual budgets.
- Analyze trends of the areas being served, such as population and industrial growth, usage demands and other impacts to the water distribution and wastewater collection system to determine adequacy of current programs and facilities and to forecast future needs. Manage water distribution and wastewater collection capital improvement masterplans and hydraulic models to serve the expanding community needs.
- Evaluate new developments in materials, tools, equipment and processes. Implement and manage changes to reduce operating costs and improve efficiency.
- Ensure that all applicable safety, personnel and operational rules and regulations are followed by staff, contractors and vendors when appropriate.
- Respond to customer inquiries, concerns and complaints and work to resolve issues in a professional and positive manner. Follow up with customers when concerns are resolved.
- In partnership with other City departments, assist with the review of City capital and private development project plans as it relates to water and sewer infrastructure needs and standards.

Job Requirements:
- 10 years of related experience with a minimum of 5 years supervisory experience.
- Degree in Civil Engineering, Biology, Construction Management or a related field from an accredited college preferred.
- The City will consider an appropriate level of education, training and applicable work experience that results in comparable knowledge and skills.
- Knowledge and skill in construction management, project management, and crew management.
- This position is subject to non-standard working hours including nights, weekends and holidays.
- Current Colorado Driver's license with acceptable record.
- Current Colorado Class A or B Commercial Driver’s license with acceptable driving record preferred.
- Certified Colorado Water Professional - Water Distribution III and Wastewater Collection III or ability to obtain within 1 year.
