JOB SUMMARY:
Under general direction of Housing and Economic Mobility Director, the Housing Program Coordinator understands and implements City’s Housing Goals and Policies as outlined by the City Council, City’s Housing Element, the Inclusionary Housing Ordinance, the Below Market Rate Program and the Economic Mobility Report.  This position coordinates the City’s affordable housing programs and services, provides support in the administration of the City’s Inclusionary Housing Ordinance, administers contracts and prepares necessary reports and ensures compliance with contracts, program policies and state law.. The Housing Program Coordinator is responsible to support the community outreach and engagement, with residents, property managers, community-based organizations, other regional agencies, and developers.  The Housing Program Coordinator supports the efforts that advance the City’s services to the unhoused community, and acts as a resource to the community by providing customer service at the front desk, referrals and resources to walk-in clients. 

CLASS CHARACTERISTICS:
This classification is a journey level classification which is responsible for customer service, technical housing and real estate activities of the Housing Division, also includes assistance with the City’s Below Market Rate program, maintaining and updating the Housing Division loan documents and records, and providing assistance to internal teammates such as the Planning and Building Division.

This position requires a highly motivated and skilled individual with a strong foundation in social services and a deep understanding of housing issues. The ideal candidate will possess exceptional communication, analytical, and administrative skills, enabling them to effectively navigate complex systems, build strong client relationships, and advance economic mobility programs. The ideal candidate is bilingual and biliterate in Spanish and showcases a commitment to providing high-quality, culturally competent services to individuals and families experiencing homelessness or housing instability. The successful candidate will have a proven track record of case management, data analysis, and community outreach, and will be a strong advocate for systemic change within the housing system.

The following duties are performed personally, in cooperation with the Housing and Economic Mobility Director and/or in coordination with other City staff, contractors, and community groups. Additional duties may be assigned.

  1. Orient, monitor, and ensure eligibility and compliance of program participants with the terms and conditions of housing agreements and program policies. 

 

  1. Understand and Implement City’s Housing Goals and Policies as outlined by the City Council, City Housing Element, Inclusionary Housing Ordinance, Below Market Rate Program, Economic Mobility Report, and related housing services.

 

  1. Assist and support the Housing and Economic Mobility Director with project and program management, research and analysis, and preparing reports and presentations.

 

  1. Coordinate real estate transactions, including but not limited to acquisition, disposition, and escrow.

 

  1. Work to serve the interests of a variety of customers including property owners, developers, lenders, appraisers, property managers, tenants, community-based organizations, regional partners, teammates and others regarding housing, real estate and housing services related issues.

 

  1. Confer with, and provide professional and technical support to, other City staff on housing, housing programs and services, and real estate related issues.

 

  1. Ensure proper and timely implementation of housing service, or real estate related activities.

 

  1. Ensure proper and timely response to housing related inquiries from various parties. 

 

  1. Recommend appropriate action to supervisors to ensure compliance with housing or real estate related activities.

 

  1. In conjunction with BMR Program Administrator, monitor contracts, agreements, related activities including but not limited to verification of individual BMR unit compliance.

 

  1. Receive, develop, and evaluate housing program applications; maintain applicable eligibility or notification lists, website and other materials as needed. 

 

  1. Provide financial tracking, monitoring and reporting related to housing fiscal and accounting activities. 

 

  1. Maintain records of City housing programs and services.

 

  1. Assist in the preparation of informational handouts and brochures.

 

  1. Maintain cooperative working relationships with local, state and federal agencies, non-profit organizations, community-based organizations, private companies, City staff, community members and others.

 

  1. Perform a variety of tasks to complete real estate transactions and to coordinate the City's below market rate housing program.

 

  1. Duties can involve research, writing, presenting staff reports, project management, data collection and analysis, visits to local housing communities to facilitate healthy vibrant communities and ensure services are provided. May make presentations before the Planning Commission, City Council, and or other committees as needed, real estate related groups, or program applicants as directed. 

 

  1. Provide accurate public information concerning housing programs eligibility standards and policies consistent with City goals and policies.

 

  1. Assist with the preparation of the Housing Division budget, the Annual Report to Housing and Community Development and other reports as directed.

 

  1. Maintain data and tracking system of City’s Housing Inventory.  

 

  1. Assist with the coordination of unhoused efforts.  

 

  1. Coordinate various community development and housing related activities, including but not limited to collecting and managing housing in-lieu fees, verification of BMR units’ plan checks, noticing of ordinances, research, and submission of a variety of reports.  

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying.  

Education & Experience:

  1. Possess a Bachelor's degree from an accredited college in housing, urban planning, finance, accounting, real estate, public administration, or a related field of study.
  2. Two years of experience in housing, urban planning, community development, economic or community development, or a related applicable environment.
  3. Additional job related experience may partially offset the college requirement on a year for year basis up to a maximum of two years.

Licenses & Certificates:

  1. Possession of a valid California Class C driver’s license in compliance with adopted City driving standards.

Other Requirements:

  1. Bilingual (Spanish) is strongly desired.

Knowledge of:

  1. Housing programs, including compliance monitoring and evaluation systems.
  2. Real estate development and finance including terminology and documents used in real estate, housing finance, and construction.
  3. Housing law and regulations.
  4. Legal documents required in loan packaging.
  5. Financial record keeping principles and practices.

Skill in:

  1. Customer Service, front desk assistance, in person and by phone providing housing guidance and resources to assist the public. Answering inquiries and providing factual and technical information regarding the activities of the Housing division.
  2. Data collection and housing inventory tracking.
  3. Collecting and assembling pertinent financial, housing and real estate information from applicants for loan analysis.
  4. Monitoring and processing obligations under leases and other real estate activity including loan payments and insurance requirements.
  5. Report writing, grant writing, and application preparation.
  6. Assembling, organizing and presenting in written or oral form statistical and/or factual information derived from a variety of sources.
  7. Use of common office software including Microsoft Office.
  8. Providing outstanding customer satisfaction (internally to teammates and externally).
  9. Effective time management and the ability to prioritize and remain flexible.

Salary : $111,276 - $142,020
