Job Summary: The City of Morgan’s Point Resort, Texas, (a lakeside, family-oriented community) is seeking a Director of Finance to join our team. The Director of Finance is responsible for managing and/or executing the financial operations of the City to include accounting, bank reconciliations, cash and debt management, payroll, budget, annual audit, fiscal records and utility billing.
Duties for this position include, but are not limited to:
General Administration:
· Coordinates, supervises, and assists in preparation of the annual budget.
· Analyzes records of present and past operations, trends and costs, estimated and realized revenues, administrative commitments and obligations incurred to project future revenues and expenses.
· Develops budget guidelines, coordinates preparation of the budget, and assists in review of the budget. Prepare analyses of budget requests and proposals.
· Advises management on matters such as effective use of resources and assumptions underlying budget forecasts.
· Interact with personnel at all levels both within and outside of the organization on budget and resource allocation issues.
· Ensures all grant financial compliance requirements are met.
· Forecasts, estimates, and monitors the financial condition of the City to assure its fiscal well-being.
· Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; and assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Investments and Cash Management:
· Supervises the preparation of periodic investment reports for management and the Council.
· Analyzes investment performance on an ongoing basis and makes policy recommendations on an annual basis. Prepare cash flow forecasts based on budgeted revenues and expenditures.
· Supervises the management of daily cash needs.
Financial Operations:
· Provides leadership and direction in the development of near and long-term plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
· Oversees, assists, and facilitates the operations of the payroll, accounts payable/receivable, general ledger and treasury sections, and supervises the internal control system.
· Ensures that funds are expended and accounted for in compliance with City policies.
· Ensures that the general revenue and appropriate ledgers are correctly maintained on an encumbrance basis. Oversee the central computerized financial management information system of the City.
Reporting and Auditing:
· Establishes and maintains internal control procedures and assures that standard accounting procedures are maintained.
· Prepares and maintains financial records and reports.
· Facilitates and assists with the City’s annual audit.
Preferred Qualifications
· Master’s degree in business administration, accounting, or finance.
· Five (5) years of experience in accounting and finance work including significant administrative, management, and supervisory experience.
· Certified Public Accountant License.
· Certified Public Finance Officer.
· Public sector experience, with public accounting experience.
Necessary Knowledge, Skills and Abilities
· Knowledge of modern governmental accounting theory, principles, and practices.
· Knowledge of office automation and computerized financial applications.
· Knowledge of public finance and fiscal planning.
· Knowledge of payroll and accounts payable/receivable functions.
· Working knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP, and GASB.
· Ability to prepare and analyze complex financial reports.
· Ability to maintain efficient and effective financial systems and procedures.
· Ability to establish and maintain effective working relationships with employees and City officials.
· Ability to effectively communicate orally and in writing.
Requirements
· Must possess and maintain a valid Texas Driver's License, with an acceptable driving record.
· Must be bondable.
Tools and Equipment Used
· Personal computer, including word processing and spreadsheet software (Word, Excel, Power Point, Access, etc.).
· Enterprise software such as FundView, telephone, copy machine, fax machine.
Working Conditions
- This position may require occasional evening or weekend work for meetings and events.
· In-office work but occasional remote and/or flexible scheduling should be expected.
Physical Demands and Working Environment
Work is routinely performed in a standard office environment subject to sitting, standing, bending, and reaching for extended periods of time; and must be able to pull, push, lift, and carry items weighing up to twenty-five (25) pounds.
