Basic Function
As directed, the Department Specialist is an entry-level administrative position that performs a wide range of office support functions. The Department Specialist works independently under general supervision following prescribed policies, procedures, and guidelines requiring initiative, confidentiality, attention to detail, accuracy, sensitivity to customers, and meticulous follow-through.

- Act as receptionist interacting with the public, citizens, and co-workers; direct the public to appropriate department or individual; exchange information, resolve issues or concerns, and coordinate activities as needed; assist the public in answering questions or handling complaints as needed.
- Compose, prepare, and type a variety of correspondence from the City Administrator, Mayor, City Clerk and Arts Manager; prepare and maintain information and documents of a confidential nature; assist with preparing, editing, copying, printing, scanning, and mailing various documents.
- Provide staff support and clerical and administrative assistance to the Moscow Arts Division and Moscow Arts Commission; attend meetings of the Moscow Arts Commission, including those held in the evening, to take and transcribe meeting minutes; prepare agendas, correspondence, and other materials as assigned; administer art loan and program contracts and agreements.
- Assist with scheduling and travel calendars; make and confirm travel arrangements for City Administrator, Mayor, City Council members, City Clerk, Arts Manager and others as assigned; assist with registration for miscellaneous meetings, workshops and conferences; provide set-up and other logistical support for meetings.
- Prepare, coordinate, and process the purchase of office supplies, equipment and other expenditures, account for receipt of merchandise according to established procedures.
- Process accounts payable including invoices, credit cards, etc.; enter and review data for accuracy; assist with tracking expenses to ensure funds remain within budget; generate necessary reports.
- Assist with City Hall building coordination and security.
- Pick up and deliver mail, supplies, and other materials from City Hall, local vendors, and other locations as needed; receive, screen, and distribute department mail; process outgoing City-wide mail.
- Operate and coordinate maintenance of business and office machines including personal computer and computer terminals, fax machines, copier, and other office equipment as assigned.
- Performs all work duties and activities in accordance with City policies, procedures, and safety practices.
