Job Description
JOB SUMMARY
This position is responsible for administering Enterprise software; database management and reporting; Enterprise application security and permissions; a variety of detailed technology services affecting the entire organization, including end user hardware and software support, troubleshooting, identification, procurement, installations, and upgrades; analyzing and resolving software issues; testing vendor supplied software fixes and new releases; and providing end-user training and support.
ESSENTIAL FUNCTIONS
- Provides enterprise application software administration, migration, security, permissions, upgrades, training, and support.
- Reviews, analyzes, evaluates, and implements business processes and systems and user needs to identify systems that support specific business objectives; documents program features and functions; documents steps required to customize computer programs; provides user support for software applications.
- Installs, configures, maintains, backs up, and queries databases. Utilizes built-in and third-party tools for generating reports from database information stores.
- Fields incoming help desk tickets from end users to resolve application and software issues within servers, databases, and other systems, documenting all pertinent resolution information. Troubleshoots and takes appropriate steps to deliver resolutions.
- Reviews software licensing contracts; works with management to establish agreements that reflect the interests of the partners and the city.
- Works with vendor support agencies to resolve issues.
- Tests fixes and performs post-resolution follow-up to ensure problems have been adequately resolved.
- Engages in software related projects including research, recommendation, selection, implementation, validation, support, and training of software systems and applications.
- Researches and recommends best practices and software processes applicable to city use.
- Assists with the administration of user accounts, permissions, and access rights.
- Researches and implements specialized software configurations or tools.
- Provides instruction and guidance to city staff in the use of software.
- Develops and presents training materials, videos, and live classroom opportunities for staff.
- Maintains current desk procedures and tasks to explain position responsibilities.
- Provides exceptional customer support to city staff.
- Participates in after-hours projects and assignments. Participates in on-call rotation.
- Mentors less experienced Technology Services staff.
- Cross-trains with other Technology Services staff to develop and sustain a flexible support environment. Provides assistance and backup to other Technology Services staff as needed.

SUPERVISORY CONTROLS
This position reports to the IT Operations Manager or their designee. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results. Responsibilities must be accomplished independently within the broad department and city goals and objectives, with timeline pressures and limited supervision.
GUIDELINES
Guidelines include industry best practices; manufacturer/software installation, operations, and repair manuals; security policies, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied technical duties. Frequent changes to industry standards and the variety of systems to be managed contribute to the complexity of the position.
- The work requires the ability to organize, prioritize, and complete multiple work assignments and meet deadlines in stressful situations; ability to work both independently and collaboratively; and apply independent professional judgment; analyze complex systems to develop system requirements for computer applications; plan, organize, and implement complex applications and determine the hardware requirements for the applications; prepare system and program documentation, develop operating procedures, and training material.
- The work requires the ability to positively and effectively interact with diverse individuals to accomplish a common goal and establish effective working relationships with city employees and the general public; communicate effectively and persuasively orally and in writing; communicate information technology and data processing requirements to users in understandable terms; work independently or cooperatively in a team environment, and exhibit skill in managing projects.
- Ability to read, analyze, and interpret general trade periodicals, technical instructions and specifications, technology procedures, planning documents, responses to RFP’s/RFQ’s, letters, memos, general correspondence, etc. Ability to write reports, business correspondence, procedure manuals, work instructions, etc. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- The purpose of this position is to provide Information Technology support for a variety of city operations and end-users. Success in this position contributes to the efficiency and effectiveness of a variety of city functions.

PHYSICAL DEMANDS/WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light and occasionally heavy objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell. Specific vision abilities required by this job include close and distant vision, and the ability to adjust focus.
- The work is typically performed in an office, maintenance shop, storeroom, or computer room.
- The employee must regularly move and/or transport up to 50 pounds.
- The employee may be required to work after-hours and/or long hours to meet and maintain necessary service levels. This position participates in a 24x7 on-call schedule.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field; or an equivalent combination of education, experience, and training which provides sufficient knowledge to competently perform the duties and responsibilities of the position.
- Two or more years of application administration or support experience or service. Experience with Enterprise Resource Programs (ERPs), specifically Tyler Technologies Eden/Munis/EERP, highly desirable, but not required. Experience with finance, payroll, human resources, utility billing, permitting, asset management, Laserfische, Esri GIS, and public safety systems are also desirable, but not required.
- Two or more years of database-related support including installation, maintenance, backup, querying, and report generation. Experience with SQL Server Reporting Services (SSRS) is desirable, but not required.
- Experience sufficient to thoroughly understand the work of other staff positions to be able to answer questions and resolve problems, usually associated with one year of technology support experience or service.
- Ability to pass a detailed background check including fingerprinting and driver records. Ability to obtain Criminal Justice Information System (CJIS) certification within 30 days of hire date and maintain CJIS certification throughout employment.
- Must possess and maintain a valid WA State driver's license.
- Microsoft technology certification (MTA, MCP, etc.), CompTIA (Data , DataSys , A , Network , Security , etc.), or other information technology certifications preferred, but not required.
- Previous experience in municipal government sector preferred, but not required.
