Job Description

JOB SUMMARY

This position develops, coordinates, schedules, implements, supervises, and evaluates a variety of recreational programs, activities, special events and facilities.


ESSENTIAL FUNCTIONS

  • Facilitates activities and recreational programs.
  • Develops, implements, and oversees youth and adult programs in the Larson Recreation Center (LRC), including preparing and supporting various recreational programs and classes.
  • Develops, implements, and oversees fitness programs.
  • Develops, implements, and oversees senior programming.
  • Enters recreational activities and events into the scheduling software system.
  • Oversees concessions rentals for the LRC.
  • May assist the public with registering for programs.
  • Maintains related records and statistics for programs and recommends areas for improvement.
  • Works with recreation staff, the school district, and the public to schedule programs in the LRC. Schedules all rentals and maintains a current facility schedule.
  • Maintains insurance documents, facility use agreements, rental agreements, and other miscellaneous documents for the LRC, classrooms, concessions, and gym.
  • Develops and distributes promotional materials, flyers, and public service announcements, and updates social media accounts.
  • Prepares program materials, equipment, first aid kits, and other necessary items.
  • Oversees the operation of the LRC, including the scheduling and supervision of Building Attendants.
  • Coordinates with the Facilities Maintenance Division and Parks Maintenance Division to maintain a clean and organized environment throughout and around the facility.
  • Coordinates with the Recreation Supervisor of the Arena to provide seamless operations between facilities year-round.
  • Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Performs additional related duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION

  • Knowledge of techniques and principles of directing a variety of recreation activities, programs, and events.
  • Knowledge of City and department policies and procedures.
  • Knowledge of computers and job-related software programs.
  • Knowledge of community resources and programs related to the program area.
  • Skill in teaching program participants.
  • Skill in administering First Aid and CPR preferred.
  • Skill in various sports equipment used in recreation programming.
  • Skill in problem solving.
  • Skill in oral and written communication.


SUPERVISORY CONTROLS

The Recreation Superintendent assigns work in terms of general instructions. The supervisor reviews work through conferences, reports, and observation of activities.


GUIDELINES

Guidelines include the municipal code, relevant state regulations, safety principles, sports league requirements, and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.


COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management, administrative, and supervisory duties.
  • The purpose of this position is to supervise the development and implementation of youth and adult programming, fitness programs, and facility rentals for the LRC.
  • This position requires working evenings or weekends for projects, public events, and sporting events.


CONTACTS

  • Contacts are typically with co-workers, other City personnel, school administrators, representatives of community organizations, sports leagues, parents, participants, and the general public.
  • Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.


PHYSICAL DEMANDS/WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is performed in an office, occasionally outdoors.


SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over the Larson Recreation Center Building Attendants and any assigned program instructional staff when hired.


MINIMUM QUALIFICATIONS

  • Graduation from a four-year college or university with major course work in Parks & Recreation Management, or a closely related field; or an equivalent combination of education, experience, and training which provides sufficient knowledge to competently perform the duties and responsibilities of the position.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Washington for the type of vehicle or equipment operated.
  • All applicants must be able to successfully pass a background check process which includes reference checks and criminal history checks, or other.

The City of Moses Lake offers a comprehensive benefits package. Employees (and their families) are eligible to enroll in medical, dental, and vision coverage. In addition to basic life insurance coverage, AD&D, dependent life, additional life insurance, long-term disability, EAP and LifeFlight are also offered. Retirement is through the Department of Retirement Systems - Public Employees Retirement System. Optional deferred compensation is offered with a City match of up to 2% of the employee's base salary. Beginning January 1, 2024, the City will also be offering an optional Flexible Spending Account (FSA) for healthcare and dependent care. Employees of the City receive eleven (11) paid holidays plus one (1) floating holiday annually. Vacation accrual begins at 12 days annually and increases with years of service. Sick leave is accrued at the rate of eight (8) hours per month.
