We’re looking for two community-oriented and collaborative professionals to take on the role of Analyst I/II. You will join a fast-paced, dynamic team providing services related to a wide range of key analytic and community-oriented duties to the Rent Stabilization Division in the Housing Department. 

One Analyst I/II role focuses on community outreach and petitions for the CSFRA (Community Stabilization and Fair Rent Act) and MHRSO (Mobile Home Rent Stabilization Ordinance). This position requires bilingual skills in English and Spanish. The other Analyst I/II role focuses on the implementation of the CSFRA, MHRSO, and TRAO (Tenant Relocation Assistance Ordinance).

What You'll Do:

Community Outreach & Petitions Role:

  • Develop and foster relationships with community organizations and school districts. 
  • Create and implement outreach and communications strategies to reach high-need demographics; design and distribute outreach materials, manage and attend public events, and prepare and present informational workshops.
  • Perform CSFRA and MHRSO petition case management; develop standards and procedures; analyze and evaluate program. 
  • Assist in developing and conducting special studies, surveys, and research assignments.
  • Perform detail-oriented work and maintain accurate records, systems, processes, and statistics.

Petitions Role:

  • Oversee CSFRA and MHRSO  petitions/appeals process.
  • Administer TRAO for re-development projects.
  • Coordinate and advise stakeholders regarding City policies and regulations.
  • Use your project management, analytical, and technical skills to lead special projects.
  • Identify and implement process improvements related to division functions. 
  • Support the division’s contract preparation, review, and approval process.
  • Utilize excellent writing, analytical, and mathematical skills to prepare financial and administrative reports, including Committee reports, budget memos, etc.  
  • Represent the division in public workshops and meetings on projects. 

Analyst I

  • No experience required. 
  • Bachelor’s degree from an accredited college or university in public administration, business administration, economics, or a related field; OR
  • Associate of arts degree and two years of full-time experience at the Administrative Aide level with the City of Mountain View.

Analyst II

  • Bachelor’s degree from an accredited college or university in public administration, business administration, economics, or a closely related field. 
  • Two years of full-time analytical experience equivalent to the position of Analyst I with the City of Mountain View

  • Public sector experience
  • Trained in Mediation and Dispute Resolution techniques.
