Summary: The Engineering Technician position is primarily field-based, with key responsibilities including data collection and tracking, as well as interaction with city staff, residents, contractors, and businesses. This role involves inspecting stormwater systems, assessing maintenance needs, conducting business inspections, GIS updates, traffic counter set-up, sign assessment, ADA ramp field evaluation, utility work in the right-of-way, and other tasks as needed to support Engineering Services and Public Works department. The technician will be expected to provide notifications, inspection reports, re-inspections and follow-up data to all applicable parties, as well as maintain data using asset management software, communicate frequently with property owners, and provide assistance to other field staff for tasks such as conducting sampling, equipment installation, and traffic control with training provided.

Essential duties and responsibilities may include, but are not limited to, the following:
- Maintain a private stormwater inspection program including inspection of each facility, property owner notification about deficiencies and follow up inspection and enforcement.
- Inspect private and public surface water flow control facilities and water quality facilities to verify compliance with specification codes, ordinances, regulations and quality and safety standards.
- Identify necessary maintenance for stormwater control facilities and oversee the completion of repair work to ensure compliance.
- Assess runoff water quality treatment facilities on public and private property; determine when maintenance is required.
- Track stormwater National Pollutant Discharge Elimination System (NPDES) data for reporting purposes and assist in map and graphical data.
- Assist with pollutant spill investigations, clean up and enforcement and respond to public inquiries and complaints.
- Support engineers in investigating water quality, flooding and drainage complaints on public and private property.
- May involve review of tree removal permit applications; tracking of tree removals; and tree monitoring fieldwork. May involve working with city on-call arborist to determine accuracy of tree removal permit application data.
- Assist construction inspectors in reviewing erosion control methods, remedies, violations and enforcement of water quality standards.
- Assist with the collection and processing of traffic count data, and the transportation asset inventories such as signs, curb ramps, sidewalks and collision data.
- Conduct sewer and water utility data collection and maintain utility asset records.

Qualifications:
Education, Training, and Experience Guidelines:
- Associate degree in Engineering (desired), Environmental Science, Drafting, Surveying, Construction Management, OR
- Any combination of experience, education and training that provides the necessary knowledge and skills required
Knowledge of:
- Excellent written and verbal communication skills.
- Experience with GIS mapping systems and asset management software.
- Recordkeeping skills using spreadsheets or similar tools.
- Effective communication with property owners and businesses about inspection schedules, city codes, and progressive enforcement procedures (as needed).
- Inspection, sampling, testing, and investigating in the field.
Ability to:
- Learn public works inspection methods and procedures.
- Work effectively independently as well as part of a team under pressure and with frequent interruptions.
- Prepare, organize and maintain inspection field and office data spreadsheets and reports.
- Use MS Word, Excel, Outlook, and other standard office software.
- Use independent judgment, anticipate problems, and pursue solutions.
- Interpret complex engineering drawings, plans and specifications
- Effectively communicate technical information to residents and coworkers.
- Apply rules, codes and regulations when reviewing construction plans and technical specifications.
Working Conditions:
- Must be able to drive a city vehicle to work sites.
- Physical requirements include standing, sitting, or walking for extended periods, and the ability to lift heavy objects such as manhole covers and inlet grates with tools.
- Ability to read typed and handwritten notes.
- Ability to navigate ambiguous situations and manage deadlines.
- Vision requirements include close, distance, peripheral vision, depth perception, and color differentiation.
- Work is performed in both field settings (private property and public rights-of-way), occasionally in heavy traffic, and also in office environments.
- Fieldwork may involve exposure to uneven surfaces, adverse weather conditions, machinery noise, and construction site hazards.
Supervision Received:
General supervision from the Environment Programs Manager or designee.

Schedule and Compensation:
This position is scheduled to report to work between 8:00 a.m. - 5:00 p.m., Monday- Friday. Flex schedules are possible. This position is FLSA (Fair Labor Standards Act) non-exempt and non-represented with an annual salary of $79,190 - $97,345.
