GENERAL SUMMARY
Perform a variety of technical tasks associated with the inspection of road, sidewalk, greenway, and repair projects; examine and implement construction plans; enforce code regulations and ordinances for new construction General supervision is provided by the Director of Engineering and/or Director of Public Works
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Adhere to OSHA, TOSHA, and the City of Mt. Juliet’s safety requirements.
- Adhere to the City of Mt. Juliet’s Personnel Policy and Procedure Manual.
- Review approved engineering plans to determine permit requirements to obtain specific construction and/or design information such as costs and materials needed and to check contractor’s method of installation.
- Participate in pre-construction meetings with architects, engineers, and contractors to explain code and local regulations as related to new construction.
- Inspect the construction of public rights of way, including paving, grading, drainage, and sidewalks/paths; ensure all construction meets or exceeds approved plans and all applicable specifications and codes as set forth by the City of Mt. Juliet.
- Supervise and inspect all testing procedures for densities on all phases of road construction from sub grade to final paving.
- Ensure all pedestrian facilities meet ADA and PROWAG standards.
- Inspect structural integrity of new and existing improvements, including pavement sections, sidewalks, catch basins, box culverts, and bridges; assist in planning yearly resurfacing and reconstruction programs.
- Identify and report any deficiencies within the public rights of way including failing roadway surfaces, restriping needs, damaged guardrails, and cracked or heaving sidewalks/paths, etc.
- Maintain files and reports regarding inspection activities and findings on all active projects.
- Ensure all jobs are meeting applicable safety standards; identify and remedy safety hazards.
- Investigate and resolve complaints from the contractor, developer, or the public; determine compliance with City codes and ordinances; recommend appropriate actions.
OTHER DUTIES AND RESPONSIBILITIES
Ensure adherence to safe work practices and procedures.

MINIMUM JOB REQUIREMENTS
EDUCATION
High school diploma or equivalent
EXPERIENCE
Minimum of three years’ experience in management of or inspection of roadway construction, paving, and sidewalk construction operation
LICENSES AND CERTIFICATES
· Possession of a valid Tennessee driver’s license
· Ability to obtain TDOT’s Asphalt Roadway Certification
· Ability to obtain TDOT’s Concrete Field Certified Technician
· EPSC Level I Certification for inspection of erosion control devices and techniques
KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· Complex principles and techniques of road paving materials, methods, and specifications of pavement sections, sidewalks, and drainage infrastructure inspection.
· Road construction inspection procedures.
· Cost of materials utilized in road construction, standard roadway specifications, and details for the City of Mt. Juliet.
- Pertinent federal, state and local laws, codes, and regulations.
- Modern office equipment, computers, procedures, and methods.
- English usage, spelling, grammar, and punctuation.
SKILL IN:
· Organizing daily inspections, inspection files, and test reports.
· Detecting code violations within all required construction within the rights of way.
· Analyzing development drawings and roadway plans and profile drawings for existing and new roads for code compliance using specialized technical equipment as assigned.
- Use of engineering instruments and equipment such as GIS data collector, transit, or level.
- Maintain, repair, and troubleshoot wastewater collection systems.
- Computers and relevant software applications.
ABILITY TO:
· Supervise major and minor road construction and road paving projects.
· Read and interpret road construction drawings and site development drawings.
· Enforce regulations fairly, firmly, factually, and with proper public relations skills.
· Communicate clearly and concisely, both orally and in writing.
· Establish and maintain effective working relationships with those contacted in the course of work.
· Adhere to the City’s driving standards.

· Exposure to electrical hazards, temperature extremes, high workplaces, varying noise levels, toxic materials, air contaminants, and temperature and weather extremes
