The Recreation Program Specialist for the Recreation Department will be responsible for coordinating office work tasks to insure efficient and effective facility operations and maintenance. Task assignments include answering multi-line telephones, assisting public with program and course information, processing class registration, facility rentals, and reconciling receipts, deposits and refunds. Oversee weekend customer service staff, and assist with orientation and training. Advanced computer skills are required to process, design, and distribute information, data and correspondence. This position requires someone who works cooperatively and effectively with the public and other employees in a very busy and sometimes stressful office and community center environment. This position reports to the Recreation Supervisor
 

 Examples of Work Performed (*denotes an Essential Job Function):


  • Monitor and reply to external and internal inquiries in a timely manner. 
  • Assist with training staff in the use of the recreation software for facility booking, program registration, membership, and point of sale. 
  • Work at a variety of department events and activities that take place at the Community Center and other satellite locations.
  • Assist with set up and cleanup of all Community Center facilities, including setting up of tables, chairs, media, sport and play equipment, staging and collection of trash as needed. 
  • Register customers in courses, schedule facilities, collect and receive cash, check and charge payments, reconciles receipts, deposits funds and complies with cash handling policies.
  • Oversees the rentals and management of the classrooms and the Point Elliott Room to include meeting with perspective clients and following up on insurance and balance payments as needed.
  • Assist with maintaining recreation software, including program updates and compliance requirements issued from Finance. 
  • Compose and design flyers, posters, signs, and correspondence, meeting agendas, lists, reports and public notices.  Compile, compose and distribute media information.
  • Insure neat, orderly, organized, and professional appearing office environment, including maintaining supplies through timely ordering and stocking and coordinate maintenance of office machines as needed.
  • Open and close the Community Center as scheduled. 
  • Compose, type, proofread, copy and file memos, meeting minutes, news releases, reports, spreadsheets, and other documents from drafts, transcription or verbal instruction.
  • Assist with the processing of invoices for payment, issuing billing invoices and ensuring delinquent account collection.  May assist with the development, monitoring and compliance with policies and procedures for Department business functions.
  • Maintain participation logs, mailing rosters, bulk mailings and distribute department mail.
  • Prepare written and statistical reports on computer, including spreadsheets.
  • Assists with program, facility, and event marketing.
  • Cooperate and work with other City departments.
  • Perform routine custodial work such as vacuuming, sweeping, mopping, and maintaining supplies in restrooms and fitness room.
  • Performs others duties as assigned.
When Assigned to Cultural Services
Under general direction, participates in the development, and implementation of cultural and arts-related development plans and programs for the City; may assist as City liaison to the Parks and Art Commission; facilitates art, economic, and cultural community partnerships; promotes cultural tourism; designs and implements special projects; prepares and administers grants and oversees staff and volunteers.
The position is responsible for planning, organizing, coordinating, overseeing, and guiding specific cultural arts programs. The work includes focus on day-to-day oversight of specific program activities, assisting with program innovation, planning implementation and evaluation, and providing support of creative design, promotional and clerical duties. In the absence of the Recreation Supervisor or Department Director, this position will oversee varying Part Time Staff, volunteers, and contracted instructors. 

When Assigned to Rosehill Community Center Coordination
Assist the public with the use of the Community Center, policies and procedures, rentals, program information, and reservations.   Oversees the rentals and management of event spaces and the Point Elliott Room including meeting with prospective clients and following up on insurance and balance payments as needed.  The position is responsible for planning, organizing, coordinating, overseeing, and guiding facility rentals. The work includes a focus on day-to-day oversight, assisting with department innovation, planning implementation and evaluation, and providing support for creative design, promotional and clerical duties. varying Part Time Staff, volunteers, and contracted instructors.  Work in coordination with local vendors, resource list, and the marketing of the facility.  (Weddings, Tourism Bureau, Festivals, etc).

Required Knowledge, Skills and Abilities:
  • Exemplifies exceptional customer service in person and over the phone.
  • Ability to maintain good working relationships with customers, volunteers, department staff and City employees.
  • Extensive knowledge and experience with office equipment, including multi-line telephones, bank card machines, copiers, fax machines, digital scanners, cameras, and laminators.
  • Working knowledge of MS PowerPoint, MS Outlook, Sharepoint, and MS Office Publisher is preferred.  Familiarity with the internet and web page development is a plus.   
  • Modern office procedures, methods and equipment including computers and computer applications such as word processing, SharePoint, spreadsheets, and databases.
  • Effective oral and written communication skills, including the ability to clearly express thoughts to others and exchange information through various methods.
  • Ability to work with money and cash receipts.
  • Must be able to work with minimal supervision, even in times of stress.
  • Must have excellent spelling and grammar skills.
  • Demonstrated record of good work attendance and reliability.
  • Clear speaking voice in the English language.
  • Ability to maintain confidentiality of files and other documents.
  • Flexible in work habits, work schedule and able to perform multiple tasks.
  • Ability to coordinate and complete various activities and projects with changing priorities, timelines and work scope.
  • Knowledge of common practices of event planning, public recreation, special events/festivals, and cultural services.
  • Synthesize details of department operations and translate or condense those details into key measures of performance related to department targets.
  • Analyze department operations and make recommendations for continuous improvement and innovation to resolve problems.

 While performing the duties of this job, the employee is regularly required to sit for prolonged periods and use hands to finger, handle, or feel objects, tools, or controls.  The employee frequently is required to talk or hear.  The employee is required to stand, walk, reach with hands and arms; and stoop, kneel, crouch, or crawl.
Work is performed in a recreation setting within a community center environment. This position is sometimes stressful due to the high volume of calls and public contact.  This position requires a professional demeanor and an orientation towards customer service.  This position must be able to multi-task and handle interruptions in addition to regular work load, ability to repetively lift 40lbs., stack chairs above shoulder height, and able to respond and react to an emergency in an effective manner.  Employees will be required to routinely work in the evenings, on weekends, or holidays and work odd shift hours or other hours as assigned.

Minimum Qualifications (Education, Experience, Skills):

  • High School diploma or G.E.D. 
  • Must be able to accurately type 60 wpm 
  • Minimum of three years of previous office/recreation experience in a municipal entertainment center, convention facility, events management firm or entertainment promotions agency or any equivalent combination of education and experience that provides the applicant with the necessary knowledge, skills, and ability required to perform the essential duties of the job. 
  • Proof of citizenship or authorization to work in the United States
  • Valid Washington State driver’s license and driving record acceptable to the City
  • Must pass a Washington State Patrol criminal background check
Licensing and Certifications:
  • Washington State Driver License
  • Current CPR/First Aid certifications or willing to obtain within first 4 months of employment.
