The City of Murphy's Finance Department seeks a Budget Analyst to join its’ dynamic team! Under general direction of the Finance Director, the Budget Analyst is responsible for developing, reviewing, monitoring and reporting on the City’s annual budget for all funds, including the General Fund, Utility Fund, Debt Service Fund, Murphy Community Development Corporation (MCDC) Fund, Murphy Municipal Development District (MDD) Fund, Capital Funds, and all City departments. The position is also responsible for the five-year financial forecasts, analyzing long term trends, and performing other general accounting functions such as capital project tracking; quarterly investment reports, budget transfers, and journal entries.
Schedule Commitment
This is a regular full-time position working a standard work schedule of Monday-Friday 8am-5pm. May work extensive hours as needed.
Pay Plan
This opportunity is exempt and budgeted on Pay Grade #35.
The pay plan range below is shown to represent opportunities for growth and development within this opportunity. We are seeking to hire between the Min to Mid range of the pay grade shown dependent upon qualifications.

Max $95,105.12

- Develops annual budget calendar; ensures compliance with all key dates, legal and publication requirements
- Prepares City-wide GFOA Compliant annual budget
- Prepares Application and submittal of GFOA Budget award
- Provides support and assistance in the development of water and sewer rates
- Maintains trend data and peer city comparisons related to tax rates, certified property values, etc.
- Coordinates revisions to City’s fee schedule ordinance and presentation to Council
- Performs monthly review of revenue accounts and departmental expenditure budgets
- Analyzes budget variances and prepares departmental budget transfer requests
- Evaluates budget transfer requests received from departmental review
- Enters new budgets and budget transfers into software system (Incode)
- Prepares budget amendments for Council approval in accordance with financial policies
- Prepares quarterly and yearly revenue and expenditure estimates and long-term forecasts
- Performs grant tracking; as well as grant reporting as required
- Evaluates capital project expenditures, providing thorough documentation for each fund
- Develops five-year capital budget and performs monthly capital project tracking
- Analyzes and prepares quarterly budget to actual reports for financial reporting
- Performs Council presentations of related duties, i.e. budget amendments, financial reporting, grant reporting, etc.
- Updates Finance tab website for reporting and transparency
- Assists with other department needs including record retention, quarterly investment reports, Audit assistance, etc.
- Adheres to City and department personnel and safety policies and procedures.
- Performs other related duties as may be assigned.
- Bachelor's degree from an accredited college or university in Accounting or related field; and
- Two (2) years' accounting and/or budgeting experience.
- Municipal government accounting and budgetary experience;
- Experience utilizing Incode software;
- Knowledge of Texas Local Government Code.

- Knowledge of generally accepted accounting principles and fund accounting
- Knowledge of best budgeting practices for local government
- Knowledge and strong skills in financial analysis, methods of budget analysis and control, fiscal impact, performance indicators and accounting theory, practices and procedures
- Ability to create and maintain complex spreadsheets in MS Excel
- Ability to administer budget processes utilizing Tyler Technology software (specifically experience with Incode)
- Skillful in working with highly sensitive and confidential information
- Ability to perform thorough financial analysis and assist in research, perform management and operational analyses and prepare reports on findings and recommendations
- Must be able to demonstrate the ability to assume responsibility without direct supervision, exercise initiative and judgment, and make decisions within the scope of assigned authority
- Must have excellent English communicative skills, both oral and written, to include: spelling, grammar, punctuation, and sentence structure, with meticulous attention to accuracy, consistency, and thoroughness
- Must have excellent computer skills
- Knowledge and extensive experience using the Microsoft Office Suite including knowledge of Access or other database software and Publisher software

Salary : $67,932 - $81,519
