JOB SUMMARY
The purpose of this classification is to supervise and assist in maintaining the daily operations of the Municipal Court. The position provides support and assistance to the Municipal Court and performs duties provided by law, including but not limited to participating in court proceedings by calling cases, receiving, indexing, and recording court case information and / or legal documents, determining probable cause and issuing warrants, and performing general administrative and accounting work.
ESSENTIAL JOB FUNCTIONS
- Maintains Ministerial Recorder State Certification for the purpose of issuing arrest warrants and search warrants; attends annual mandatory training and testing through SC Court Administration.
- Supervises, directs, trains, and evaluates staff; ensures work tasks are completed efficiently; monitors workflow and accuracy; processes employee concerns and problems; directs work; handles customer complaints and inquiries; interviews, selects, and hires qualified applicants; trains new employees; observes and monitors employee work tasks; evaluates work performance; assists employees in correcting problems; and implements disciplinary procedures when necessary.
- Reviews request for warrants; determines if probable cause exists; prepares / types warrants; and issues warrants.
- Attends court sessions (bench trials, jury trials, bond court, pre-trial conferences, motion hearings, show cause hearings) and facilitates operation of the court proceedings; calls cases for Officers and Defendants; maintains and issues proper documentation during the proceedings; and administers oath during trials when necessary. Marks evidence when presented according to established guidelines.
- Records all case dispositions on citations and warrants as cases are disposed during trial proceedings.
- Prepares and distributes court dockets to watch commanders and officers.
- Coordinates Associate Judges' court calendar.
- Performs data entry of court cases and dispositions.
- Assists the general public with complex or complicated matters.
- Assists with annual Department budget. Monitors monthly expenditures to maintain budgetary compliance.
- Assists police officers, attorneys, public defenders and their staff, victim advocates, County and City jails, and attorneys, defendants, prosecutors and victims with court related matters.
- Serves as Court Coordinator for the Conditional Discharge Program.
- Prepares documents such as subpoenas, summons, court orders, and record checks / certified dispositions.
- Prepares and processes expungements and appeals according to established guidelines.
- Assists in performing the financial and general accounting responsibilities of the Department / Court including daily bank deposits, issuing of checks, and preparing financial reports to the City and state.
- Assists in training less experienced staff; directs support staff in their daily job duties and functions.
- Communicates and works with other agencies : Law Enforcement Agencies; government and military agencies; DMVs; and other courts.
- Utilizes general office equipment and computers; utilizes the State Mandated CMS (Case Management System) on computers for all court cases.
- Does general office clerical tasks such as recording, filing, sorting / organizing, typing, processing forms, storing, retrieving and researching documents, and mailing.
ADDITIONAL FUNCTIONS
Minimum Qualifications
Education and Experience :
Requires an Associate degree supplemented by coursework in accounting and business administration; two (2) years of related experience in court administration, or other legal / law enforcement experience; or High school diploma or GED supplemented by five (5) years of related experience in court administration or other legal / law enforcement experience.
Three (3) years of supervisory experience required.
Licenses or Certifications :
Must obtain and maintain valid state certifications and continuing education in court operations.
Notary Public designation required.

PHYSICAL DEMANDS
The work is sedentary work. The employee is occasionally required to exert up to 10 pounds of force to move objects.Additionally requires : grasping, handling, distinguishing among sounds, lifting, manual dexterity, mental acuity, reaching, repetitive motion, speaking, stooping, expressing ideas by the spoken word, visual acuity in data / color, and walking. Tasks may require the ability to : sit for extended periods of time at a keyboard or work station.
WORK ENVIRONMENT
Work is performed primarily indoors, however, there may be times where essential functions may require exposure to adverse environmental conditions, such as odors, violence, or disease. Work is performed in a relatively safe, secure, and stable work environment.
