Senior Project Coordinator


JOB SUMMARY


The purpose of this position is to provide assistance to the Infrastructure Projects Manager with professional engineering, project management, contract administration services, and consulting to the Public Works Department and other City departments as approved and directed by senior management; coordination of the planning , design, and construction phases of approved infrastructure projects; monitoring of associated project expenditures and project schedules, and providing project status reports to senior management. 


ESSENTIAL JOB FUNCTIONS

  • Coordinates the development, monitoring, and servicing of public works capital improvement projects, including, but not limited to, beach nourishment, ocean outfalls, roadway rehabilitation, traffic signals, overhead to underground conversion of electric, cable, and telecommunications lines, sidewalks, bike paths, underground storm water, water, and sewer utilities. 
  • Assists the Infrastructure Projects Manager to oversee capital infrastructure projects for the various divisions; develops project plans; evaluates project scope and priorities; organizes and schedules for cost and time efficiencies; identifies and manages critical path tasks; sets and meets interim project goals and manages project contingencies.
  • Coordinates with consultants and City staff in developing and/or reviewing preliminary and final plans and designs and participates in the programming phase of the projectidentifies user needs and requirements; confers with all appropriate parties to solicit input and feedback; develops cost projections, engineering specifications, project budgets, and schedules; participates in preparing requests for proposal; makes recommendations concerning improvements or modifications to design strategies, structural systems, or other aspects in the development of a project.
  • Examines the qualifications of consultants, contractors, and suppliers for performance to identify and select project teams; provides information and assistance to consultants, contractors, engineers, other City officials, and the public regarding applicable procedures, regulations, and standards; participates in negotiations the scope of services and fees for professional service agreements and change orders; performs or requests consultants to provide modeling, testing, planning, and engineering studies in support of project analysis and design; makes recommendations to management regarding the selection of vendors and awarding of contracts.
  • Manages projects during design and construction phases; reviews specifications, construction plans, cost estimates, bid tabulations, financial budgets, and technical reports; receives, reviews, and recommends bids, proposals, and quotes; coordinates acquisition of required permitting, project supporting equipment, and other details; coordinates with property owners for acquisition of land, easements, and rights of entry; reviews and verifies compliance of consultant recommendations to City policy; facilitates approval of the project; conducts pre-bid and pre-construction meetings; issues addendum to clarify questionable issues; coordinates with City finance representatives related to State and Federal funding resources or grant obligations to provide technical support of eligible projects.
  • Attends project progress meetings; provides updates on project schedules; monitors the progress of projects, monitors project expenditures, performs change control and other project management-related needs to ensure project schedules and project budgets are being met; inspects completed work to ensure compliance with contracts regarding cost, schedule, specifications, compliance with all regulatory requirements, and quality of work; provides technical expertise and assistance to  consultants, contractors, and work crews to resolve complex/problem situations; facilitates resolution between plan and field discrepancies. 
  • Assists the Infrastructure Projects Manager to organize, prioritize, and coordinate work activities; ensures project-related goals and objectives are attained concerning specifications, schedules, and budget constraints; evaluates and monitors the status of work in progress against performance and quality measurements; assists in preparing and completing various correspondence, forms, cost estimates, project status reports, financial and statistical reports, Gantt charts, or other related documents. 
  • Serves as the project liaison to the public, property owners, other government agencies, and other departments/officials regarding project planning, design, and construction progress; responds to inquiries, solicits input, provides feedback and resolves problems; coordinates public relations and education activities; makes presentations to neighborhoods, City Council, and/or Civic Groups.
  • Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and websites to increase knowledge; attends conferences, workshops, and training sessions as appropriate.
  • Operates a personal computer, calculator, or other equipment as necessary to complete essential functions, including word processing, spreadsheet, database, or other system software.


ADDITIONAL FUNCTIONS

  • Performs other related duties as requested, required and assigned. 


Education and Experience:

Bachelor’s degree with course work emphasis in civil engineering, construction management, or closely related field and five (5) years’ experience in project/program management with at least two years’ experience coordinating and monitoring work of contractors or in a supervisory/lead capacity. 

Associate's degree with course work emphasis in civil engineering, construction management, or closely related field; seven (7) years’ experience in project/program management with at least two years’ experience coordinating and monitoring work of contractors or in a supervisory/lead capacity. 

Working knowledge of public works operations is strongly preferred. 

Licenses or Certifications:

Must possess and maintain a valid driver’s license.

A certified Erosion Prevention and Sediment Control Inspector or an out-of-state equivalent is preferred.

PHYSICAL DEMANDS

The work is light work. The employee is frequently required to apply 10 pounds of force to move objects. The employee is occasionally required to exert up to 20 pounds of force to move objects Additionally requires balancing, climbing, feeling, grasping, hearing voices and distinguishing among sounds, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word and shouting to be heard above ambient noise, visual acuity in data/color/observations/inspect defects or measurements, and walking. Tasks may require the ability to:  sit for extended periods of time at a keyboard or workstation.
