PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform skilled professional planning and land development work for assigned planning functions of the City. Employees in this class identify issues / problems, research and gather data, analyze alternatives, and provide recommendation for implementing zoning changes, development plans and other projects that comply with City planning initiatives and applicable development codes and state statutes.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude
them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties
may be required and assigned.
- Develops various elements of the City's Comprehensive Plan, i.e., land use, housing, infrastructure, capital improvements, redevelopment, transportation, conservation and natural resources; reviews comprehensive plan elements and amendments for internal consistency and compliance with state requirements.
- Researches, compiles, analyzes, and displays data for problem solving and official publication regarding City planning issues.
- Develops and / or co-writes economic development and redevelopment policies and strategies; prepares budget requests to implement development plans.
Researches applications and grant opportunities; administers state and federal grants when applicable to assigned area, e.g., housing programs.
