GENERAL DESCRIPTION OF DUTIES:
The purpose of this classification is to perform semi-skilled to skilled custodial, grounds, parks, or other maintenance work for an assigned department of the City. Employees in this class perform duties that provide the City and the public with safe, attractive, comfortable, clean, and efficient areas in which to work, conduct business, and/or enjoy leisure and recreation. The Service Worker III position is differentiated from the Service Worker I & II by a greater level of responsibility and experience.

EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Performs in specific functional areas where duties are defined according to assignment, such as Solid Waste Division, Administration, Residential, Horticultural, and Commercial; employees in this classification function independently or accomplish duties as part of a work crew, according to assignment.
  • Leads crews in the performance of various maintenance functions.
  • Performs general custodial and maintenance tasks, such as cleaning, painting, repairing, replacing light bulbs and ballasts, and replenishing supplies in buildings, restrooms, locker rooms, and other public facility structures.
  • Uses appropriate chemicals and cleaners safely, productively, and according to instructions, to ensure personal, public, and personnel safety.
  • Maintains assigned roadways/grounds/parks/beach area(s) by cleaning, planting, fertilizing, irrigating, mowing, weeding and pruning; prepares areas for sod, planting, or athletics; corrects public safety hazards such as ground holes, loose turf, and debris; mixes and applies chemicals and fertilizers to grounds areas for growth enhancement and weed, insect and disease control.
  • Installs/repairs irrigation lines and devices; monitors working condition of irrigation systems.
  • Reports equipment malfunctions and facility/grounds maintenance needs to immediate supervisor.
  • May be assigned to maintain city fountains; drains and cleans fountains as needed; changes lights, pumps and motors; performs plumbing and electrical work; and maintains appropriate levels of required chemicals.
  • Performs air conditioning repair and/or replacement; changes air conditioning filters in city buildings.
  • Operates vehicles in the collection and disposal of debris, litter, waste, and City refuse.
  • May form, pour and finish concrete pads for tables, benches, trash containers, sidewalks, bicycle racks, air conditioners, etc.
  • May operate, maintain and perform minor repairs on equipment that is specific to assigned department operations, i.e. press pumps in Water Treatment, mechanical loaders in Solid Waste collections, etc.
  • May perform skilled trades in construction, masonry and carpentry in enhancement/maintenance of department facilities.
  • Transports, cleans, repairs, paints, monitors condition, and provides general maintenance to dumpsters; mixes deodorizers for odor control systems for dumpsters and compactors.
  • Operates and maintains equipment, mechanical tools, welding tools, mowers, edgers, trimmers, saws, and other hand and power tools used in grounds maintenance; performs routine maintenance of equipment and tools, such as cleaning, changing oil, lubricating, and adjusting.
  • Prepares or completes general records/documentation associated with department/division operations within designated timeframes and per established procedures, such as daily work orders, records of tasks completed, supplies and materials utilized, equipment used and/or serviced, and fuel usage.
  • Monitors inventory of supplies and materials associated with the functions of assigned department; prepares purchase orders; verifies the accuracy of inventory received; and maintains cleanliness and order in storage areas.
  • Provides general assistance and information to the public where applicable.

  • Data Utilization: Requires the ability to compile, assemble, copy, record and/or transcribe data according to a prescribed schema or plan. Includes judging whether readily observable functional, structural or compositional characteristics are similar to or divergent from prescribed standards, procedures or routines.
  • Human Interaction: Requires the ability to exchange information for the purpose of clarifying details within well-established policies, procedures and standards.
  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.
  • Mathematical Aptitude: Requires the ability to perform addition and subtraction. May include counting, recording of counts, and basic measuring.
  • Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

MINIMUM TRAINING AND EXPERIENCE:

  • Three (3) years related previous experience and ability to fulfill the physical demands of the assigned work area.
  • Or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.
  • May be required to possess and maintain a valid Florida driver's license class "B" with specific endorsements, and a driving record which meets or exceeds minimum City driving standards.
OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Physical Ability: Tasks require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, and/or disease.
